Formulative Strategy: Why the African Union-led International Mediation in South Sudan Failed to Prevent Atrocity Crimes

Abstract: The puzzle of the African Union mediation is that it enjoys regional effectiveness in leading peace processes and yet often fails to prevent atrocity crimes.
