From “Greater Europe” to “Greater Eurasia”: Status concerns and the evolution of Russia’s approach to alignment and regional integration

Abstract: Russia’s approach to alignment and regional integration has evolved dramatically—from a focus on the West and disinterest and neglect of regional integration in the 1990s, to vigorous efforts to reintegrate the post-Soviet space under Russian leadership in the period between 2009 and 2014, to forming a “Greater Eurasia” that transcends the post-Soviet space and includes China and other non-Western powers (such as Turkey, India, and Iran) today. Status concerns are key to understanding this evolution in policy … Show more

“…In the current process of Russian teaching in colleges and universities, many teachers have the phenomenon of "emphasizing theoretical results and ignoring practical application" when setting up a course evaluation system. Most Russian course exams are conducted through written tests, and the written test scores are used as the result of students' course learning, which makes it difficult for the course evaluation model to accurately reflect students' learning [7].…”

“…During the immediate post-Soviet period, Russia's efforts were concentrated on establishing a close engagement with the West but failed to bring the desired outcome in terms of the status Russia was seeking to achieve (Krickovic and Pellicciari, 2021). Under Foreign Minister Yevgeny Primakov, Russia sought to establish a more balanced foreign policy framework with the East and the West.…”

“…Meanwhile, its efforts to realize the Turn to the East have not been successful so far, and its own alternative idea of Greater Eurasian Partnership remains vague as it lacks a clear implementation mechanism (Bordachev, 2019). There has been no steady expansion of FTAs within the EAEU framework, its engagement with BRICS, the SCO, and ASEAN (which themselves have varying agendas and internal divergences) in building GEP remains elusive, with no clarity as to how Russia would make its vision a reality (Krickovic and Pellicciari, 2021).…”

“…This provoked profound concerns about status, since post-communist Russia from the first, despite the social and economic tribulations of the 1990s, was in no mood to join the political West as a subaltern. Disappointed by its failure to achieve the anticipated status gains by affiliating with the West, Russia turned to creating its own forms of Eurasian integration [Krickovic 2021]. The reproduction of hierarchy is one of the salient characteristics of democratic internationalism, and hence is deeply resented by advocates of sovereign internationalism -the model of international politics that views all 193 members of the UN as normatively equal.…”
