Use of various deterioration models in the area of infrastructure management has provided decision makers with a vehicle for predicting future deterioration. This paper presents a methodology for predicting the likelihood that a particular infrastructure system is in a deficient state, using logistic regression models, a special case of linear regression. What distinguishes these two models is that the outcome variable in the logistic regression model is binary or dichotomous and assumes a Bernoulli distribution. The methodology is illustrated in a case study involving the evaluation of the local sewer system of Edmonton, Alta. Canada. Variables of age, diameter, material, waste type, and average depth of cover are modeled, using historical data, as factors contributing to deterioration of the sewer network. The outcome of this model does not produce a prediction of condition rating but rather uses historical inspection records to provide decision makers with a means of evaluating sewer sections for the planning of future scheduled inspection, based on the deficiency probability.

The U.S. Army Corps of Engineers (USACE) has primary responsibility for maintaining and operating U.S. navigable waterways and Federal flood control dams. Dam safety is a critical priority, but assessment and prioritization of dam safety concerns is difficult. This report describes a condition assessment and prioritization methodology for structural, mechanical, electrical, and operational aspects of spillways. The methodology was developed to help provide a firmer engineering basis for prioritization and decision making. The method described herein is less rigorous than conventional reliability-based risk assessment approaches. As a lower cost option it can be used as a preliminary method, a replacement, or an enhancement of conventional reliability-based assessment approaches, depending on the circumstances. Current Headquarters USACE policy for portfolio risk assessment for the dam and levee safety programs is to use the reliability-based risk assessment approach.The methodology described herein uses visual inspection data in combination with spillway function and component importance criteria to develop priority rankings. The rankings reflect the condition ratings for the spillway and its subcomponents and also indicate the significance of any deficiencies. Although the rankings assist in budget prioritization, they are not intended for use as the sole criterion for maintenance and repair of spillways. This methodology is one of several that engineers and managers of spillways and other Civil Works infrastructure can use to help maintain their infrastructure.

Assessing the safety of a civil engineering structure requires using a large quantity of data. These data are frequently "imperfect", meaning that they comprise uncertainty, imprecision and incompleteness. It is important to develop systems for assessing and controlling these imperfections in order to both quantify the quality of the data used to evaluate the condition of structures and decide on the corrective actions to reduce these imperfections. Here, we propose a generic approach to controlling the quality of the data used when analysing a dam. Different methodologies can be considered to implement this approach and an illustration is given for two methods developed independently: one by Hydro-Québec, in Canada, and another, by Irstea, in France.
