This article investigates the socio-genesis of two different types of criminal justice developed at the border of the state. At this border, the field of international criminal justice was differentiated from the field of transnational criminal justice. The article analyzes how elites of these two fields are characterized by distinct relations to the state that structure their ability to affect criminal justice outside of the national context. These professionals worked in parallel in national systems of justice where they accumulated distinct patterns of expertise and access to the state. On the basis of these socio-professional differences, law and police professionals helped define new criminal justice initiatives at the border of the state that deepened the division between them. The development of international criminal justice was dominated by professionals of law whereas transnational criminal justice was built primarily around police professionals. Societal responses to globalized crime are structured by this disjointed space of criminal justice in which legal and police professionals dominate distinct enforcement initiatives.

Damit ist die Dekolonisierung von Wissen auch für die Friedens-und Konfliktforschung überaus relevant.Obgleich sich eine Vielzahl von Publikationen mit Theorien des Globalen Südens(Mansour 2017;Spies 2019;Tickner und Smith, 2020), postkolonialer Politik (Rutazibwa und Shilliam 2018) und dekolonisierenden Strategien (Bendix et al 2020; Adamson 2020) beschäftigt, bedienen sie sich meist dichotomer Kategorien von Nord/Süd, West/Rest usw. und normativer Theoriebegriffe, um diese Debatten voranzutreiben.…”

ZusammenfassungBereits seit langem gibt es die Kritik, dass bestehende Wissensproduktionen in- und außerhalb der Sozialwissenschaften zu westlich, zu rassistisch oder zu wenig global seien. Ebenso lange gibt es Versuche, „nicht-westliche“ Theorieerzählungen und lokale Perspektiven produktiv einzubringen. In unserem Beitrag fügen wir diesen vor allem an Fragen der Theorie orientierten Debatten eine methodische Dimension hinzu und betrachten die drei Theoriegeflechte Nahda, Négritude und Nihonjinron vergleichend. Das vergleichende Lesen, welches wir als Methode vorschlagen, soll so Dichotomien zwischen Nord/Süd und „westlich“/„nicht-westlich“ für eine kritische Lesart bestehender Literatur nutzbar machen, ohne deren Hierarchien zu reproduzieren. Wir fragen dabei nicht primär, wer gelesen wird, sondern richten unsere Aufmerksamkeit darauf, wie „nicht-westliche“ Theorien zu lesen sind.

The 21st century has been accompanied by significant global changes that confound traditional diplomacy. This article focuses on modern diplomacy and the four main challenge areas it faces. These challenges necessitate diplomatic adaptation to remain relevant and effective. To achieve this modernization, the author suggests the implementation of a newly created hierarchy for the selection, training, deployment, ranking, and promotion of a more specialized diplomatic corps. This process is envisioned to occur within four streams of specialization, each with its own type of expert diplomat. This new diplomatic tool is called the Specialist Diplomatic Hierarchy (SDH).
