“…We focus broadly on the FOR in the Mexican context illustrated with examples from the state of Puebla, which is among the top five emigration and remittance receiver states, among the top seven states with a high rate of (voluntary and forced) return migrants and has a high rate of poverty and financial exclusion ( BBVA and CONAPO, 2018 : 79, 128). Puebla has also developed various policies targeting Mexicans living in the US and return migrants, which makes it a particularly interesting site to study the FOR ( Marchand et al, 2017 ; Marchand and Ramírez, 2019 ).
