In the context of a renewed interest in new forms of municipalism, this paper seeks to contribute by critically analysing two cases of the municipal experience in Chile: Valparaíso and Recoleta. By coining the notion of ‘Peripheral Municipalisms’, our aim is to give voice to a diversity of municipal endeavours in the Global South marked by highly precarious forms of local government. In both case studies, municipalist strategies are used as tools to challenge deep-rooted neoliberal structures. Through a qualitative methodology, based mainly on document analysis and semi-structured interviews, we analyse particular forms of municipalism based on the remunicipalisation of public services and broad-based citizen platforms. These institutional reforms and participatory practices have enabled more just futures by challenging dependency on central government and building a more egalitarian urban process. The article calls for more situated studies on municipalist forces in the Global South in order to continue building this translocal movement from comparative experiences, going beyond ‘model cases’.

The study was carried out with the purpose of evaluating urban sustainability through the use of social, economic and environmental indicators in the urban area of La Maná canton in order to know the shortcomings in the scope of sustainability. The research is descriptive and exploratory, with a mixed approach, the primary sources were taken in-situ and documentary information (PDOT and INEC), while the secondary information was through bibliographic information, a baseline was preliminarily made where surveys were applied to a sample of 376 citizens, later 47 indicators divided into 4 axes and seven surroundings were evaluated, and at the end a matrix of strategies was proposed. The results regarding citizen perception showed that citizens do not have knowledge about the issue of environmental sustainability and are still reluctant to receive informative training on the subject. The 47 indicators divided into four axes showed for: E1 6.94%; E:2 4.69%; E3: 13.29%; E4 12.50%. The total of all the axes reached a score of 155 points (37.52%), which according to the qualification equivalence is in the INSUFFICIENT range (25-49%), these results showed that the evaluated area does not present urban sustainability, for which 32 strategies are derived aimed at improving the problems encountered. It is concluded that in the La Maná canton, due to political, territorial, es and cultural factors, there is no social, economic and environmental sustainability that allows reaching the categories of sustainable urban city.

La gobernanza se manifiesta cuando la toma de decisiones públicas proviene de un poder colectivo, es decir, conformado por las autoridades públicas, la sociedad civil y el sector privado, con igualdad en sus decisiones. El objetivo de la investigación fue analizar las políticas públicas y gobernanza participativa local desde la mirada de los colaboradores de una municipalidad de Lima, la investigación se enmarca dentro del paradigma interpretativo o naturalista; fue de enfoque cualitativo, diseño fenomenológico, teniendo como muestra 13 personas, constituida por colaboradores que laboran en la municipalidad, vecinos del distrito de Lima. El instrumento utilizado fue la entrevista semi estructurada. Los resultados indican que las políticas públicas municipales, se implementan desde de actividades puntuales, desarticuladas y desvinculadas con los instrumentos de gestión del gobierno local, asimismo no responden a los lineamientos de la política nacional definida por el gobierno peruano. Se necesita una gobernanza en función de la participación ciudadana interviniendo los actores a nivel público, privado y sociedad civil para conocer las necesidades básicas de la ciudadanía y, a partir de la elaboración de políticas públicas, produzca un impacto positivo en la población, buscando una integración vecinal.
