The question, what has been the urban control implemented by the Undersecretary of Urban Control of the district of Medellín between 2015 and 2022 on the construction actions that require an urban license? Motivated the exploration of the evolution of the licensing process that has given rise to urban planning actions, as well as the role of the entities legally responsible for carrying out control. For this, a qualitative methodological design was used, with a hermeneutic method and documentary technique. The results highlight that the evolution of licensing in Medellín is concentrated in housing that is not social, predominantly in the form of apartments, with high levels of real estate units and licensed areas, which is contrasted with behaviors contrary to urban integrity by constructions on unsuitable land, especially for actions on property for public use and land affected by public space, as well as on land not suitable for carrying out these actions, land that did not have a license or had already expired.
