For several decades now, intensive research has been carried out on the concept of a city that would be as environmentally friendly as possible, while simultaneously providing a high quality of life for its residents. As a result of this research, the concept of a sustainable city that addresses these challenges has been developed. The significance of this issue is evidenced by the fact that Sustainable Development Goal 11 is explicitly concerned with this topic. This paper aims to analyze the concept of a sustainable city from the perspective of the so-called ‘layered’ concept of man authored by Konrad Lorenz. It is based on the observation that the pace of biological evolution and that of the cultural evolution man undergoes differ significantly. While humans have adapted very quickly to urban living in their cultural layer, adaptation to city life in their biological layer has been very slow. The natural way of life pursued by the Homo sapiens was a hunter–gatherer lifestyle, which biological evolution had adapted the species to over hundreds of thousands of years. The changes associated with the Neolithic Revolution and the formation of the first cities took place about 11,000 years ago. Thus, not enough time has elapsed for humans to adapt biologically to their radically changed living conditions. The purpose of this paper is to look from a new perspective at the challenges faced by city dwellers, and in doing so, to identify the sources of these challenges and to arrange them in a hierarchy. An additional goal is to expand the argument for promoting certain elements of a sustainable city. Indeed, much seems to suggest that Lorenz’s concept offers a novel approach to looking at such urban issues as the challenges of overpopulation, man’s restricted access to nature, and the ever-increasing pace of life.

Ramsar Convention on Wetlands of International Importance, particularly focusing on waterfowl habitats, signifies a pivotal shift in global attitudes towards wetland conservation. Historically viewed as hindrances to development, wetlands have suffered from drainage and reclamation efforts, resulting in significant biodiversity loss. However, a growing recognition of their ecological significance has spurred international action. The Convention, established in 1971, serves as a landmark agreement to safeguard wetland ecosystems. It mandates member states to designate and conserve wetlands within their territories, emphasizing the importance of international cooperation due to the transboundary nature of wetland ecosystems. The Convention’s objectives encompass sustainable development goals, including water quality, biodiversity, and climate change mitigation. Implementation relies on national policies and collaboration among stakeholders. Furthermore, the Convention aligns with other environmental agreements, fostering synergies to enhance wetland protection globally. Despite these positive developments, there are significant challenges in ensuring the effective implementation of the Convention, particularly when economic interests conflict with environmental conservation. As highlighted in the case of the Bystroe Canal project in the Danube Delta, balancing development with wetland protection remains a critical issue. This article addresses the question of whether the Ramsar Convention can effectively apply its provisions in such cases, arguing that while it provides a strong framework, its effectiveness is often undermined by competing economic priorities. Without stronger enforcement mechanisms and increased international cooperation, the objectives of the Convention risk being compromised.

Sosyal bilgiler öğretmenliği yüksek lisans öğrencilerinin çevre etiği anlayışını değerlendirmeyi amaçlayan bu nitel durum çalışması, çevre etiği öğretiminin toplumda çevre bilincinin oluşturulmasına katkı sağlamadaki potansiyel etkilerini keşfetmektedir. Araştırma, katılımcıların genelde insan ve acı merkezci yaklaşımları tercih etmemelerini, bunun yerine canlı merkezci bir perspektifi benimsemelerini vurgulamaktadır. Özellikle, katılımcıların çevre etiğini öğretilmesi amacına dair değerlendirmelerinde, öncelikli hedeflerin gelecek nesillere yaşanabilir bir çevre bırakma, çevre bilincini küçük yaşlarda oluşturma ve çevre ahlakını öğretme gibi temel unsurlar olduğu gözlemlenmiştir. Ancak, katılımcıların çoğunluğunun eğitim programlarındaki çevre etiği önemine ilişkin mevcut vurgunun yetersiz olduğunu düşündükleri ve daha fazla vurgu yapılması gerektiğini belirttikleri gözlemlenmiştir. Bu bulgular, çevre etiği öğretimi konusunda öğrencilerin farkındalığını ve taahhüdünü artırmak adına eğitim programlarında yapılabilecek güçlendirmelerin önemine işaret etmektedir. Öğretmenlerin, çevre etiği konusundaki eğitimlerini zenginleştirmeleri ve öğrencilere çevresel sorumluluklarını daha iyi anlatmaları için desteklenmeleri gerekebilir. Ayrıca, eğitim programlarında çevre etiğine daha fazla vurgu yapılmasıyla, öğrencilerin çevreyle ilgili sorunları daha derinlemesine anlamaları ve çözüm için etik bir bakış açısı geliştirmeleri muhtemel olacaktır.
