“…Studies in this field are mostly concerned with private for-profit sectors and outsourcing behavior in the context of public purchasing has received limited attention (Johnston & Lewin, 1996;Reid & Plank, 2000;Thai & Grimm, 2000) and "most of the studies with respect to government purchasing have been conducted at a generic overview level" (Templin & Heberling, 1994, p. 43) or conceptual (Luqmani, Habib, & Kassem, 1988) or perceptual (Karande, Shankarmahesh, & Rao, 1999), but primarily based on an overview of how the selection criteria were viewed or processed. “…Attempting to answer this question is complicated by the lack of empirical research on state procurement. Despite the vast sums of money spent by state governments and the general perception that changes in state procurement are occurring, there seems to be support for MacManus and Watson's (1990) assertion that procurement has largely been ignored by public administration (see also MacManus, 1991;Thai & Grimm, 2000). As a result, little is known about the variation in state procurement systems, much less the factors that might account for it.…”

“…This study examines whether public value approaches are practiced by public sector managers procuring construction projects. Project managers procuring infrastructure have been largely ignored in the academic literature (Thai & Grimm 2000), despite the fact that they have considerable influence over significant State funds.…”
