One of the tasks of modern education is to ensure the sustainability of higher education in the ever-changing environment in the context of globalization and glocalization. Under these conditions, cooperation in higher education is becoming more important as one of the manifestations of competitiveness. Socio-economic changes caused by globalization, internationalization and digitalisation of higher education, as well as the current demographic situation in Europe, including Latvia, raise the issue of the competitiveness of academic staff in a multi-level, multi-context and multifunctional higher education environment. The aim of the study is: based on the interdisciplinary approach, including transfer approach from economics and business sciences to educational sciences, to theoretically substantiate the competitiveness of university teachers in interaction with the multi-context and multi-level higher education environment, as well as the competitiveness of universities. The following research methods were used: study, analysis, and evaluation of scientific literature (theoretical research method); the reflection of own (the article authors') academic and scientific experience (empirical research method). The results of the research show that two tendencies can be distinguished in the substantiation of the competitiveness of university academic staff: 1) economists and business scientists, based on competition theories, use basic knowledge, findings in the development of the substantiation of competitiveness; 2) representatives of educational sciences and psychology develop a philosophical methodological base for research of specialists' competitiveness within their branches of science. In their research, the authors combine both of these approaches in conducting interdisciplinary research. Research results show that the competitiveness of the academic staff can be viewed in several aspects: 1) as a set of different characteristics (qualities) which are considered to be competitive advantages: 2) characteristics of competitive activities manifestations in the higher education environment. Three levels of the higher education environment are important in assessing the competitiveness of university teachers: the level of the local higher education environment (university level), the level of the national higher education environment and the level of the global higher education environment.

The aim of the work is to study the compliance of the quality of education in Russia with the requirements determined by the needs of the Russian society. The article reveals the genesis of such categories as" quality of education "and"quality of products and services". The features of educational services as a public good in the forms of market relations are revealed. The structure and role of various consumers of educational services are defined separately, and a classification of the needs and requirements of consumers to the quality of education is proposed. In the course of the research, such methods as analysis and synthesis, induction and deduction, and statistical methods for studying the economic situation were used. The empirical base of the research is scientific works of Russian and foreign authors on the problems of education quality, National standards of the Russian Federation and International standards in the field of quality, the Federal law "on education in the Russian Federation", Federal state educational standards of the Russian Federation, official data of the Federal Treasury and the Federal state statistics service of the Russian Federation.

This research paper presents and discusses the main results generated and obtained with the proprietary computer platform CIDIUS®, developed by the authors of this work, which aims to support the decision-making process of Portuguese mayors. Thus, keeping in mind the theoretical models and based on the data collected through the questionnaire given to the population, we tried to understand the influence that the dimensions Notoriety, Image, and Reputation (NIR), Citizen and Voter Expectations (CVE), Contestation and Complaint of the Municipal Executive (CCME), Perceived Value (PV), and Organizational Performance and Perceived Quality (OPPQ) has a positive effect on Municipe Satisfaction (MS). The parishes of the municipality of Valongo were selected and analyzed, namely the parishes of Alfena, Campo e Sobrado, Valongo, and Ermesinde, and a total of 998 valid questionnaires were collected. It was concluded that all studied dimensions except the Organizational Performance and Perceived Quality (OPPQ) dimension had a positive and statistically significant impact on Municipe Satisfaction (MS). The results of this research suggest the need for the use of these opinion-gathering techniques to encourage active citizen involvement in the daily life of their municipality, as well as the need for valid information that gives executives the ability to take political action that is appropriate to the interests and expectations of citizens.
