An increasing number of Taiwanese universities are improving operational performance through innovation and total quality management (TQM). In addition, the National Quality Award (NQA), which is based on TQM, is now used to evaluate quality performance in various industries in Taiwan. Thus, several models for performance measurement have been proposed in recent years. However, these models do not take into account several features germane to performance within the Taiwanese university system, such as characteristics unique to the integration of TQM and innovation, comprehensive focuses in operational performance improvement across different types of universities, and interrelations among the different variables used to measure performance. Thus, precisely measuring and improving operation performance has proven to be a difficult task. The aim of this paper is to construct a network hierarchical feedback system (NHFS) based on the integration of TQM and innovation to overcome these problems. To that end, we adopted a decision-making trial and evaluation laboratory (DEMATEL) method to address the complex, interdependent relationships among the variables and thereby construct a relation structure among the measurement criteria for evaluation purposes. A fuzzy analytic network process (FANP) is employed to overcome the problem of dependence and feedback among each of the TQM measurement criteria. A fuzzy analytic hierarchical process (FAHP) is used to evaluate the measurement criteria for innovation performance. Lastly, a gray relational analysis (GRA) is utilized to find optimal alternatives. The value of this study comes from providing all types of universities in Taiwan the most complete evaluation system of operational performance, as well as opportunities to realize improved competitive advantages and enhanced prospects for survival.Keyword: Fuzzy analytical hierarchical process (FAHP); Fuzzy analytical network process (FANP); Decision-making trial and evaluation laboratory (DEMATEL); Gray relational analysis (GRA); Network hierarchical feedback system (NHFS)

A HYBRID APPROACH BASED ON ANP AND GREY RELATIONAL ANALYSIS FOR MACHINE SELECTION Mehmet Kabak, Metin DağdevirenOriginal scientific paper In a manufacturing system, inappropriate machine selection may lead to many problems by negatively affecting productivity, precision, flexibility and product quality, and machine selection is considered to be an important subject to make the system effective. A Multi-Criteria Decision Making (MCDM) which is relying on the different criteria and alternatives is to choose the most suitable machine among many alternatives. In this study, for machine selection problem, a hybrid approach is proposed which combines Analytic Network Process (ANP) and Grey Relational Analysis (GRA). To identify weights of the selection criteria and to analyze the machine selection problem, the ANP is used whilst the GRA is used for ranking. The proposed approach can be applied easily by anybody (technical staff, managers, manufacturer, vendor, etc.) familiar with basic Microsoft Excel knowledge. The proposed approach is used for the selection problem of CNC router machines to be bought by an international company. As a result, the company has considered the method and outcomes acceptable and appropriate to implement to the machine selection decisions. Odlučivanje na temelju višestrukih kriterija -MCDM (Multi-Criteria Decision Making) koje se zasniva na različitim kriterijima i alternativama znači izabrati najpogodniji stroj između mnogih alternativa. U ovom radu o problemu izbora stroja, predlaže se hibridni pristup koji kombinira analitički mrežni postupak -ANP (Analytic Network Process) i postupak sive relacijske analize -GRA (Grey Relational Analysis). Za prepoznavanje težina izbornih kriterija i analizu problema izbora stroja primijenjen je ANP dok je GRA primijenjen za rangiranje. Svatko s osnovnim poznavanjem Microsoft Excel-a (tehničko osoblje, menađeri, proizvođač, prodavač itd.) može lako primijeniti predloženi pristup. Taj je pristup primijenjen kod problema izbora strojeva sa CNC usmjernikom koje bi kupila internacionalna kompanija. Bu çalışmanın amacı Türkiye'deki büyükşehir belediyelerinin mali hizmetlerdeki etkinliklerini belirleyerek performanslarına göre sıralamaktır. Öncelikle 14 büyükşehir belediyesinin mali hizmetlerindeki etkinlikleri üç girdi ve üç çıktı içeren bir VZA (Veri Zarflama Analizi) modeli ile belirlenmiştir. VZA, etkin olmayan karar verme birimlerine ilişkin performans iyileştirme bulguları ortaya koysa da, etkin karar verme birimleri için herhangi bir sıralama sağlayamamaktadır. Bu nedenle, VZA ile mali hizmetlerde etkin olarak belirlenen büyükşehir belediyeleri GĠA (Gri Ġlişkisel Analiz) ile sıralanmışlardır.
