ArgumentNorwegian statisticians were pioneers in the development of sampling techniques for social and economic investigations in the late nineteenth century. After a few years of extensive use of sampling surveys in large-scale social and economic investigations, the method fell out of use in the early 1900s. This article supports Alain Desrosières’ argument that the emergence of sampling procedures in social investigations must be seen in relation to a modern “individualistic” view of society. But the importance of the institutional setting is also stressed: The way statistical research was connected to the power and resources of the State within the Central Bureau of Statistics (CBS) was a central element in the development and implementation of the new technique. A separate argument is presented to explain why the method suddenly lost ground in Norway and the general director of the CBS stopped promoting his method in the meetings of the International Statistical Institute. The explanation is probably to be found in a large and politically important survey in the 1890s that was attacked by a group of actuaries from private insurance firms. The heated and long-lasting debate turned into a question about trust in the new method and the reputation of the head of CBS as a statistical expert. The necessary trust and confidence was lost when the CBS in 1906 had to admit that important estimates from this survey obviously were erroneous.

Il appartient même à l'aile gauche de ce courant. Il a déclaré en une occasion qu'il était « socialiste comme il était Viennois, de naissance ». Durant ces années il promettait de devenir le successeur de Friedrich Adler. Dans mon volume de 1998 avec J. Lautman, Marie Jahoda, sa première femme, raconte que la première application des tests de popularité faite par Lazarsfeld consistait, dans les camps de jeunes organisés par la municipalité de Vienne, à afficher chaque matin les scores de popularité obtenus par chaque moniteur auprès des jeunes. Depuis, dit-elle, les procédures se sont faites plus discrètes [52]. À partir de 1925 il est professeur de mathématiques dans un Gymnasium et publie deux articles dans des publications du parti socialiste autrichien sur les rapports entre le marxisme et la psychologie individuelle. En 1923 c'est la nomination à l'Université de Vienne du couple de psychologues Karl et Charlotte Buehler appartenant tous deux à l'École dite de Wurzbourg centrée sur l'analyse de l'action. Lazarsfeld accepte l'offre de Charlotte Buehler de devenir son assistant à l'Université pour une rémunération presque symbolique, tout en restant professeur au Gymnasium. La méthodologie est simple, robuste et bien adaptée à la situation! : elle combine intimement des données qualitatives et des données quantitatives. Pour l'essentiel, l'effet de la situation de chômage n'est pas la radicalisation des attitudes et des comportements, mais l'abattement, la déstructuration du temps. Les auteurs distinguent parmi les chômeurs observés et leurs familles les «! résistants », les « résignés », et les « brisés ». Ils signalent aussi des effets minoritaires mais paradoxaux et de ce fait intéressants, comme le renforcement de l'autorité d'un chef de famille sous l'effet du chômage. L'écho suscité par l'ouvrage fut modérément favorable! ; c'est ainsi que le grand sociologue allemand von Wiese lui consacra un 4 C. “…The first of these clumsily applied the already limited technique of "straw polls", while in the second the supposedly representative sample of "presentday Cameroonian society" comprised "200 people" living in Douala or Yaoundé and the respondents were asked to "give reasons for their answers" even when the questions were closed or given in multiple choice form (Engueleguele 2000). The third poll applied a newfangled version of the random sampling method, first used in 1985 in another context by Anders Kiaer, which offers the possibility of safely substituting a part for the whole provided that, in the sampling procedure, respondents are selected at random (with regard to this method, see the criticism of its limitations and its replacement by, inter alia, the "representative method", in Desrosières 1993, Kruskal & Mosteller 1980, Meyer 1991, Seng 1951 8. What is currently termed Cameroonian “public opinion” is in fact the final stage of a long historical, social, and political process; retracing the use of this term in statements made by public figures back to its roots can help to put it into perspective. We shall briefly outline the “three stages” in the emergence of Cameroonian “public opinion”‐namely its reference points at the time of decolonisation, during the “monolithic” period and since the process of relative political liberalisation; the three stages continuously interact and are closely related to the successive structuring of Cameroon's political arenas. Thanks to them we can identify the shifting areas of public discourse and hence the participants in national politics, and consider the topography of those politics. I also highlight the ways in which the “polls” of that “public opinion” can shed light upon the various aspects of political discourse, of political “activity” (as opposed to the political “profession”) and of the conduct of politics in Cameroon since the “transitional” period began in the 1990s.
