How does new-type urbanization affect air pollution? Empirical evidence based on spatial spillover effect and spatial Durbin model

Urbanization is both a global concept and a project that is connected with all aspects of the society. China’s new urbanization process has been attracting wide attention internationally due to its rapid development and rich content. This new urbanization has significant impacts on hundreds of millions of people’s lives, as well as global wellbeing. Although Western China has always been in a relatively weak state of development when compared to the other parts of China, it has a large area and a significant amount of people, which all require a reasonable urbanization method. To show the development level of new urbanization in western China, we constructed an evaluation system and used entropy and weighted summation methods to get the development scores. We then obtained the correlation coefficient with the partial correlation analysis method. The results indicate that: 1) economic, land, and social urbanization are significant influencing factors; 2) temporal and spatial differences were significant during the 15-year period in these 11 cities; 3) among the factor layers, the score of social urbanization fluctuated the most, ecological civilization and economic urbanization showed an upward trend, and population urbanization and land urbanization have been relatively stable in the last few years; 4) for the western capitals, although economic urbanization and ecological civilization have achieved coordinated development in recent years, the endogenous power of the economy still needs to be tapped, and ecological development is facing greater pressure. Meanwhile the expansion of urban land has been too fast to respond well to population growth, which also damages the urban ecosystem to a certain extent. We conclude that it is necessary to realize the coordinated development of different factors in new urbanization, promote new urbanization, while considering the actual needs of the city and also developing the rural areas. This study can provide decision support for the development of new urbanization in the western region.

Analysis of the Urban Land Use Efficiency in the New-Type Urbanization Process of China’s Yangtze River Economic Belt

The accelerated urbanization process in China has caused a shift in the urban land use structure. The Chinese government has issued ‘the National New-type Urbanization Plan’ focusing on the rational use of resources, which is of great significance for the intensification and sustainability of land use. In promoting the construction of the new-type urbanization (N-TU), enhancing the urban land use efficiency (ULUE) is crucial to regional coordinated development. This study uses panel data from 2011 to 2020 for 11 provinces (cities) in the Yangtze River Economic Belt (YREB) and adopts the super efficiency (SE) slacks-based measure (SBM) model with undesirable outputs and the entropy weight method to calculate the ULUE and N-TU levels. The study uses the System generalized method of moment (Sys-GMM) to study the N-TU’s impact on the ULUE empirically. The results indicate: (i) the overall trend of new-type urbanization level is gradually increasing and has the characteristics of uneven spatial distribution between provinces. (ii) The ULUE shows a fluctuating upward trend during the studied period. (iii) The N-TU and its subsystems have significant positive effects on the ULUE. Overall, this study aims to explore the relationship between the N-TU and ULUE enriching the theoretical analysis and empirical research in related fields, thus helping decision makers in the assessment and design of policy recommendations.

As global urbanization continues to accelerate, so does the amount of harm to the natural ecological environment caused by excessive resource extraction. In several Chinese cities, haze and excessive greenhouse gas emissions have become crucial to the development of an ecological society. To break the previous energy-intensive development model, the data element has emerged as a key driver of the new cycle of high-quality development. Therefore, additional investigation into the synergistic influence of the digital economy as a new factor on air pollution and CO2 emissions is warranted. This study examines the effects, spatial effects, and transmission mechanisms of the digital economy on the synergistic control of carbon and haze using panel data from 30 provinces in China from 2013 to 2019. The study concludes that the digital economy has an overall significant inhibiting effect on carbon dioxide emissions and haze pollution levels (the regression coefficients are -1.090 and -0.714 respectively), a significant driving effect on the efficiency of synergistic carbon and haze management, a spatial spillover effect, and a positive effect on neighboring regions (the regression coefficient is more than 0.239). By region, the digital economy in the eastern region has a greater impact on the effectiveness of carbon and haze management, whereas the digital economy in the western region has a greater impact on CO2 emission reduction, and the digital economy in the central region has an effect that is more consistent with the overall situation. Moreover, the digital economy may successfully encourage technical innovation, which in turn supports synergistic carbon and haze governance, and technological innovation plays a very important mediating role in this transmission mechanism, a finding that is resilient to geographical interaction effects. Consequently, relevant policy recommendations are presented.
