In the face of persistent challenges posed by urbanization and climate change, the contemporary era has witnessed a growing urgency for urban intelligence and sustainable development. Consequently, a plethora of smart city schedules and policies have emerged, with smart city assessment serving as a pivotal benchmark for gauging policy effectiveness. However, owing to the inherent ambiguity of the smart city definition and the complexity of application scenarios, designers and decision-makers often struggle to ascertain their desired assessment frameworks swiftly and effectively. In this context, our study undertook a comprehensive analysis and comparative assessment of 33 recently introduced or inferred evaluation frameworks, drawn from a broad spectrum of extensive and longstanding research efforts. The overarching goal was to provide valuable reference points for designers and decision-makers navigating this intricate landscape. The assessment was conducted across seven key dimensions: generalizability, comprehensiveness, availability, flexibility, scientific rigor, transparency, and interpretability. These criteria hold the potential not only to guide the development trajectory and focus of upcoming smart city assessment models but also to serve as invaluable guidelines for stakeholders evaluating the outcomes of such models. Furthermore, they can serve as robust support for designers and decision-makers in their pursuit of targeted frameworks.

Цель: статья посвящена проблеме построения индекса инновационного развития регионов, который позволяет учесть потенциал цифровизации и его роль в развитии инновационной деятельности регионов. Обсуждение: представлен сравнительный анализ трех наиболее известных индексов инновационного развития НАИРИТ, НИУ ВШЭ и АИР. Предложена методика построения индекса инновационного развития регионов, включающего пять блоков показателей (субиндексов), в том числе отдельный блок характеризующий уровень цифровизации. На основе данной методики, по данным 2015 и 2018 годов, рассчитаны значения индексов и субиндексов для каждого региона и проведено ранжирование регионов. Представлено сравнение полученных результатов ранжирования с рангами индекса НИУ ВШЭ. Особое внимание уделено оценке уровня цифровизации регионов лидеров. Результаты: в результате проведенного исследования построены индексы инновационного развития регионов IIR и показаны изменения в рейтингах инновационного развития регионов, произошедшие в 2018 году по сравнению с 2015-м. Сделан вывод о влиянии уровня цифровизации на повышение инновационного развития регионов.

This article examines changes in the economic and managerial relations in education under pandemical conditions. The authors aimed to identify the key problems that arose after national governments introduced restrictive measures and there was a transition from traditional to distance learning. Also, the authors proposed recommendations for ensuring universal access to education as a prerequisite for sustainable economic growth. The methodological basis was the provisions of the public goods and human capital theories. These theories consider education as a public good and an area of human capital accumulation. The authors concluded that the economic crisis caused by the coronavirus pandemic decreased the quality of human capital and created prerequisites for introducing innovative education technologies. Furthermore, the authors established that the universal right to high-quality education with innovative technologies is a key condition for ensuring sustainable economic growth.
