»Ich zwinge niemanden, freiwillig zurück zu gehen.« Die institutionelle Umsetzung der Politik der geförderten Rückkehr durch staatliche und nicht-staatliche Akteure

Abstract: In Deutschland gilt ein rechtlicher Vorrang der sogenannten ›freiwilligen Rückkehr‹ von Ausreisepflichtigen vor der Abschiebung. Dabei kommen Programme der (finanziellen) Rückkehrförderung zum Einsatz, deren Umsetzung in eine komplexe Akteurskonstellation zwischen Bund und Ländern eingebettet ist. Auf operativer Ebene werden insbesondere Aufgaben der Rückkehrberatung an staatliche und nicht-staatliche Akteure delegiert, also an kommunale oder zentrale Ausländerbehörden und Träger der freien Wohlfahrtspflege.
