This paper examines the multi-actor and multi-sited character of global labour migration governance as a sphere in which various organisations seek influence on the direction of global policy via various methods. We focus on the relational dynamics between the two key organisations which engage in the governance of labour migration, yet which have fundamentally different mandates and modes for governing: the ILO and the IOM. This paper contributes to the existing literature on global migration governance and the role of international organisations by applying the concept of ‘global partnerships’ to our examination of the relationship between those two key international organisations in the field of migration. We characterise the evolving ILO–IOM global partnership as an uneasy alliance along a “competition/clash-cooperation spectrum” and argue that, in order to manage the competing-cooperating dynamics, a type of strategic ILO–IOM partnership has emerged, an alliance which has also been driven by the blurring of public and private realms in new global migration governing forms and formats. The ultimate question raised by these developments is whether this global partnership will promote or obstruct the advancement of the decent work policy agenda for migrant workers.

Resumen. La emergente gobernanza mundial de la migración se caracteriza por su fragmentación en términos de instituciones, normativas y convenciones subyacentes. La Organización Internacional para las Migraciones (oim) ocupa un lugar peculiar dentro de este marco: por un lado, hasta hace muy poco se había situado fuera de la Organización de las Naciones Unidas (onu), se considera un organismo «no normativo» y ha actuado principalmente como un proveedor de servicios basado en beneficios para los Estados nacionales. Por otro lado, ha sido fundamental en el establecimiento de normativas influyentes como la «gestión migratoria»; asimismo, ha sido elogiada como «un organismo líder en migración» por la onu y sus Estados miembro; finalmente, en septiembre de 2016, se adhirió a la onu como una «organización conexa». Sin embargo, la oposición a la propuesta original de llamar a la oim «el organismo líder en migración», destaca que más allá del aspecto semántico, el papel de la organización aún no se define con claridad y es discutible. Este aporte analiza la actuación que la oim ha logrado en la gobernanza mundial de la migración. This article provides a review of the literature on the International Organization for Migration (IOM) and serves as an introduction to the JEMS special issue devoted to this organisation. IOM has long been a neglected research topic. Since the 1990s, however, it has experienced substantial growth; its role and visibility in the global politics of migration have increased, which has culminated in IOM's elevation to a UN-related organisation status in 2016. This has spurred growing interest in its history, structure, and activities. The main argument developed in this article is that IOM exemplifies some of the key changes currently taking place in the way international migration is apprehended and governed. This is analysed in terms of four main research issues: (1) the role of IOM in migration politics and its relationship to state sovereignty, (2) IOM's managerial and market-inspired approach to the role of migration in the global economy, (3) IOM's relationship to civil society and the implications of its activities in terms of human rights and humanitarian protection, and (4) IOM's normative influence on the production of knowledge and the way migration is intellectually and politically constructed as a research and policy issue.
