Impact Analysis of Large-Scale Environmental Spot Inspection Policy on Green Innovation: Evidence From China

Abstract: The spot inspection policy has been widely applied in environmental protection in China. This paper collects environmental enforcement announcements and green patent data published by Chinese government agencies from 2006 to 2015. First, it studies the impact of spot inspection on green innovation with the spatial Durbin model. Then, it analyzes spatial heterogeneity according to the eastern, central, and western regions including 29 provinces. The spot inspection policy significantly increases the green innov… Show more

“…The results demonstrate that CEI, an institutional innovation in China, improves local In line with the literature on the attention-based view (Ocasio, 1997), our study reveals that CEI prompts local government officials to allocate more attention to the issues related to environmental protection and green development, thus effectively contributing to industrial structure upgrading. Third, the effect of CEI on industrial structure upgrading varies in terms of different regions and prefecture-level cities, which is consistent with the related research on regional heterogeneity (Chen et al, 2021). Specifically, on the one hand, CEI has a significant improvement effect on industrial structure upgrading in the eastern regions.…”

“…Local governments will then actively implement green industrial policies and promote industrial structural upgrading. China is vast, and there are great differences in economic development and resource endowment across regions (Zhao et al, 2020;Chen et al, 2021). Based on the environmental Kuznets curve, there are differences between the innovation compensation effect and the compliance cost effect generated by environmental regulation, creating uncertainty regarding the impact of CEI on industrial structure upgrading (Wang L. et al, 2022).…”

“…However, previous investigations have paid limited attention to how to facilitate the adoption of green technology innovation strategy by fashion companies, as little is known about the drivers of green technology innovation strategy adoption. Previous research on exploring antecedents of green technology innovation strategy almost pays attention to the institutional perspective (e.g., Chen et al, 2021), but the institutional perspective cannot assure that companies adopt environmental innovation instead of making a show. This article upgrades the literature on environmental innovation to define green technology innovation strategy as an innovation strategy for green activities and green technology systems (Wu et al, 2022).…”

“…Environmental policy refers to the extent to which companies mitigate the negative impacts of their business activities and operations on the natural environment (Bertolotti and Catellani, 2021;Huang et al, 2022;Maeda et al, 2021). However, previous surveys have always predicted the adoption of environmental policy from an institutional perspective (Blakeney et al, 2020;Chen et al, 2021), which has created the first literature gap. Next, previous surveys have predicted pro-environmental behaviors through three perspectives.…”
