The COVID-19 pandemic exposed the fragility of the supply chains, in which the production, distribution, and transportation systems were disrupted, permanently or temporarily. Despite the enormous influences the pandemic had on transportation systems, no study has yet assessed the extent to which the freight restrictions and barriers influenced logistics costs after the start of the COVID-19 outbreak. However, understanding them is necessary to guide and stimulate public policies that intend to optimize the effects of freight restrictions on logistics costs. Thus, this paper assesses and compares the effects that such barriers in urban freight transport, and the restrictions imposed on freight vehicles, had on logistics costs before and during the pandemic. We surveyed more than 120 logistics professionals in Brazil in both 2018 and 2020/2021, making comparisons using models that were assessed using partial least squares structural equation modelling. The findings suggest that barriers and freight restrictions influenced the logistics costs positively, but such influences reduced during the pandemic. Being aware of the barriers and restrictions that influence logistics costs and of how the pandemic increased the effects of some restrictions is essential for managers to be able make timely and appropriate decisions and to plan and implement initiatives to prevent or reduce costs.

La pandemia de COVID-19 ha causado estragos en todo el mundo, con profundas implicaciones económicas, medioambientales y sociales. La demanda del servicio de transporte terrestre de carga es un indicador de la situación económica de un país en desarrollo como Ecuador. El objetivo principal de este trabajo es evaluar el impacto económico causado por la pandemia COVID-19 en el transporte terrestre de carga (TTC). Para ello, se utilizó una muestra de 212 empresas de la provincia de Pichincha segmentadas por tamaño, es decir, grandes (10), medianas (63), pequeñas (49) y microempresas (90), analizando la información respecto a los ingresos por ventas, ventas totales y las utilidades del ejercicio. Como resultados se pudo inferir que las empresas grandes y pequeñas en la provincia fueron las más afectadas, con pérdidas totales de 8 millones y 600.000 de dólares respectivamente. En contraste, las empresas medianas fue el único segmento que logró tener utilidades en positivo de alrededor de 3 millones de dólares. Además, se realizó un análisis general del aporte del TTC en los sectores productivos. A futuro, este análisis puede ayudar a los planificadores y tomadores de decisiones a aplicar políticas públicas para mejorar el comportamiento del sector y a reaccionar ante futuras recesiones económicas. Acontecimientos como la pandemia de COVID-19 demuestran que el TTC debe ser rápido y flexible, es crucial actuar a corto plazo para incentivar a su recuperación. Finalmente, para una reactivación adecuada del sector es necesaria la cooperación entre los distintos actores de los sectores económicos tanto públicos como privados.
