Administrative control is a way for an institution to archive or discipline its administration correctly. Loa Duri Ulu Village is one of the villages located in Loa Janan District, Kutai Kartanegara Regency, East Kalimantan. Currently, the service administration system in the village of Loa Duri Ulu is still manual. Every community that needs documents related to a population still has to come to the village office to take care of these documents and record them into a book manually to impact the village office in carrying out their duties. This community service aims to overcome administrative service problems in Loa Duri Ulu Village by creating an administrative service information system. In this research-based community service, an iterative model strategy is used in the Software Development Life Cycle (SDLC), including several stages. This method consists of 5 stages: Planning Stages, Analysis Stages, Web Design Stages, SIMPELDES web Implementation Stages, and Maintenance Stages. The result of this service is that a web called the SIMPELDES web has been created and designed where this web has service features for various types of inputting and archiving letters in Loa Duri village. With an administrative application system and community service that is connected to the community database, it will be faster to get the required letters, both new letters, and old ones.

Like other developing countries, the Indonesian government is pursuing digital transformation to achieve good governance at the central and micro levels. One of the strategies for achieving digital government transformation at the micro level is implementing village information systems (VIS), information systems that village officials manage. Unfortunately, not all villages in Indonesia are thriving in adopting VIS. Therefore, this study aims to answer an overarching puzzle: Why did some village governments successfully adopt VIS while others failed? Using a case‐study approach to VIS adoption in Gunungkidul Regency, Indonesia, this study fills the gap in the literature from the technological‐organizational–environmental perspective that affects e‐government adoption at the village government level. We found four main factors that influence the success or failure of village information systems adoption: (1) VIS interoperability (technology context), (2) the workload of village officers (organizational context), (3) the role of civil society, and (4) the role of a vendor (environmental context). This research enriches the literature by identifying these four factors within the TOE framework, still rarely present in e‐government adoption studies, especially in the context of village governments in developing countries. This research has practical implications for the successful adoption of VIS as a village government effort to gain data sovereignty.

This study explores the implementation challenges of a Website-Based Village Information System in Dukuhsari Village Government, focusing on communication, resource allocation, disposition, and bureaucratic structure. Through qualitative methods including interviews and observation, the study reveals gaps in communication and resource management, impacting the system's effectiveness. The findings emphasize the need for improved communication strategies, consistent training, and ongoing support to optimize the system's utility and enhance public service delivery in Dukuhsari Village.
