The purpose of this study is to reveal the objective conditions and characteristics of Islamic boarding school management as a model of community-based education in Bengkulu City. This study uses a qualitative approach, the method used is a single instrumental case study. The data collection process used (1) in-depth interviews, (2) participatory observation, and (3) documentation study. The data analysis technique is domain analysis by focusing on terms, semantic relationships, and the phrases they cover. The results and research findings show that Islamic boarding school management as a model of community-based education in Bengkulu City needs to be addressed regarding management according to good and correct management principles, which have been using full authority and top leader charisma. Given that Islamic boarding school is a type of community-based education, the application of management must pay attention to the aspects of management that apply to community-based education. Kompetensi pengawas yang serumpun atau satu disiplin keahlian di bidang RA di Kementerian Agama Kabupaten Pamekasan hanya memiliki empat (4) orang SDM pengawas, Kekurangan SDM pengawas ini mengakibatkan distribusi dan intensitas kunjungan pengawas menjadi minim dan memenuhi kendala pada masing-masing madrasah binaan. Tujuan penelitian ini memperoleh solusi alternatif upaya Kementerian Agama dalam percepatan kesediaan dan distribusi pemerataan SDM Pengawas serta peningkatan kompetensi ketenagaan pengawas di Kementerian Agama Kabupaten Pamekasan. Penelitian ini merupakan penelitian lapangan dengan pendekatan kualitatif, metode pengumpulan data berupa observasi, wawancara, dan dokumentasi. Subjek penelitian ini meliputi 11 Pengawas RA aktif di Kementerian Agama Pamekasan. Hasil penelitian menunjukkan bahwa, pertama Tersedianya tenaga SDM Pengawas RA dengan menyesuaikan kebutuhan jumlah lembaga jenjang RA Kabupaten Pamekasan. Kedua, Distribusi dan pemerataan SDM Pengawas RA sesuai jumlah lembaga RA di Kementerian Agama Kabupaten Pamekasan. Ketiga, Peningkatan mutu SDM Pengawas pada jenjang RA melalui e-monev Sistem Informasi Akademik Manajerial (SIAM) RA di Lingkungan Kementerian Agama Kabupaten Pamekasan.
