In the context of rapid changes and a hyperdynamic external environment, the world economy and politics create new challenges and threats that actualise research on the effectiveness of public administration in the context of economic security through the prism of various legal fields. The purpose of the study is to present the author's vision of a methodological approach that will allow visualising the process of public administration in the context of ensuring a high level of economic security and evaluating its effectiveness, considering the legal aspect of the issue. The methodology involves using modern methods that combine and interact to achieve the goal. These include both general theoretical methods and specific ones: IDEF3 and the integral evaluation method. The approach to assessing the level of effectiveness of public administration in the system of ensuring economic security is defined. The importance of political and legal indicators is emphasised. The results of calculating the value of the integral indicator are presented, and the corresponding conclusions are drawn. The author's vision of the modern model of public administration implementation in the system of ensuring economic security with an emphasis on the protection of human rights is presented. An important object of state policy is the regulation of social relations, i.e. a system of sufficiently stable and independent ties between individuals and social groups that are essential for the existence and functioning of society. The constitutional consolidation of Ukraine’s status as a social state implies the need to pursue an active policy to ensure the rights of all members of society to a decent living, social protection, participation in production management, maintaining a stable socio-economic situation, and mitigating social inequality. Therefore, the state’s social dialogue is a means of establishing a social compromise in society and a factor in the formation of a unified labor and social policy. The methodological basis of the study is several general scientific and special methods of cognition, the choice of which is determined by the peculiarities of its object, subject, purpose, and objectives. The purpose of the article is to clarify the theoretical, legal, and legislative characteristics of the concept of social dialogue from the perspective of their compliance with the current trends in the development of labor and legal doctrine, and to study the issues of social dialogue at the national and European levels as a factor in the formation of a common labor and social policy.

Ukraine’s integration into the European Union (EU) is one of the most important areas of the State’s development, and therefore one of the conditions for rapprochement between Ukraine and the European Community, as well as a condition for accession to the EU, is the adaptation of Ukrainian domestic legislation to the EU acquis. The purpose of the study was to identify the peculiarities and problematic aspects of the implementation of EU law in national legislation. The research methods used were: historical, periodisation, formal legal and problem analysis methods. The study examined the peculiarities and problems of adaptation of Ukrainian legislation to EU law. The study found that the legislation is being adapted on the basis of the Association Agreement between Ukraine and the European Union, which includes the European Atomic Energy Community and its member states. The implementation process involves the transposition of EU norms into national legislation, while adaptation is the alignment of national law with EU legislation. The current legislation provides for three stages of adaptation of legislative norms, which aim to harmonize with EU law as much as possible. As implementation is a rule-making process, it involves a certain sequence of actions. In particular, it includes the establishment of the acquis communautaire, the creation of a list of legislative acts to be adopted and their preparation for adoption, monitoring of implementation and other sequential actions. In addition, the process of adaptation should be based on the principles of compliance with EU directives, the principle of voluntariness, clarity of terminology and completeness.
