Abstract. Implementation of Decision Support System for various purposes now can facilitate policy makers to get the best alternative from a variety of predefined criteria, one of the methods used in the implementation of Decision Support System is VIKOR (Vise Kriterijumska Optimizacija I Kompromisno Resenje), VIKOR method in this research got the best results with an efficient and easily understood process computationally, it is expected that the results of this study facilitate various parties to develop a model any solutions.

This study determines the effectiveness of intuitionistic-fuzzy multi-attribute decision-making (IF-MADM) for making group decisions in practice. The effectiveness of the method is measured in terms of four dimensions: applicability, efficacy, efficiency and informativeness. To measure the efficacy, an IF-MADM model that has been recently proposed, AHP and the TOPSIS approach, which are compensatory models for group MADM, are used to model and solve the same collective decision. Using non-parametric statistical tests for data analytics, a ‘similarity confirmation method’ is proposed for a pair-wise test. This is to determine whether the score vectors are similar. Score vectors are used to determine the final ordinal ranks and whose scales differ greatly for different MADM methods. Since the latter two MADM models are both trustworthy with a known range of applications, any similarity in the results verifies the efficacy of IF-MADM. Using this process, the applicability of IF-MADM modelling is demonstrated. The efficiency and informativeness are also benchmarked and justified in terms of the model’s ability to produce a more informed decision. These results are of interest to practitioners for the selection and application of MADM models. Finally, the selection of a senior centre, which is a real group decision problem, is used to illustrate these. This extends the empirical application of IF-MADM, as relatively few studies practically compare issues for IF-MADM with those for other MADM models. The study also supports a rarely studied non-clinical healthcare decision that is relevant because there are many aging societies.

The long-term prospect of the company's progress is determined by the quality of human resources (HR), The urgency to maintain the company's survival it takes a reliable and futuristic leader. Measuring tool that can be used is none other than the performance of human resources. Of course with potential leaders will provide the vision of the company's mission to grow and expand. Leadership selection process can be done with promotion positions based on performance preference. The purpose of this research is to conduct selection of performance promotion based on performance using Multi-Criteria Decision Making (MCDM) selection methods such as Analytic Hiererachy Process (AHP), VIKOR, ELECTRE, and Promethee, in addition to proving the result of a number of methods based on MCDM such as AHP for the determination of preferences data design, while for data analysis using three methods that will be compared the results of VIKOR, ELECTREE and Promethee. The measurable performance bases for promotional positions are viewed from Intelegency (IG), Panning (PL), Depandebility (DP), Reaction Behavior (RB), Failed Jobs (FJ), Quantity of Work (QW), and Knowledge of Job (KJ). The results obtained provide an interpretation that the promethee method is closer to the actual results, while the vikor method is almost close to the results of truth and far away when compared with the electre method. Thus, it can be concluded that the best method for placing employee positions is promethee method.
