In the Shadow of the State - the Informal Economy and Informal Economy Labor Force

Abstract: In this paper, the main focus lies on the informal economy and on work in the shadow. The most influential factors on the informal economy are tax policies and state regulation. The size of the informal economy was decreasing over the period 1999 to 2007, from 34.0% to 31.2% for 161 countries (unweighted average). Furthermore, economic opportunities, taxes and regulations, the general situation on the labor market, and unemployment are crucial for an understanding of the dynamics of the shadow labor force. “…Generally, corruption is part of the larger family of the so-called "gray economy", which affects the national economy and especially the ability of the state to collect taxes, see Schneider et al (2010), Kaufmann (2010), Cooray, Schneider (2013). Illegal employment is also part of the shadow economy (Schneider, 2014). This phenomenon is general -we can even say "expected" -because there were 119.6 million people in the EU living in poverty and social exclusion in 2011 (Birčiáková, Stávková, Antošová, 2013) The European Union is attempting to combat this problem (Schneider, 2014).…”

“…Increased underground economic growth will cause problems with poor fiscal decentralization policies and particularly growing regional economy in local level (Kanao et al, 2010). The general stereotype against performers in the underground economy is slum, filthy, disorderly, poor-ordered trade facility, unorganized business, unpleasant street vendors (Schneider, 2014). This characterizes the condition of the economy segment, namely the relatively limited size of operation, local resource reliance, time and location versatility and relatively simple accessibility (Tanzi & Fund, 2014;Wa Ode, 2015).…”

“…The influence of tax and state regulation on the scale of the grey economy has been studied by many Russian and foreign scientists. In his work F. Schneider points to the growth of employment in the informal sector in most countries for the period from 1999-2007 (Schneider, 2015). It seems necessary to strengthen control over the shadow economy and develop a system of measures to combat tax evasion, both in the European Union and in other countries (Yuneva & Avdeeva, 2018).…”
