Currently, it is important for Russia not only to maintain its position in the world market, but to actively promote non-resource exports. According to experts, representatives of non-resource production have a great export potential. Special attention is paid to the export of agricultural products. Agricultural products are the basis for goods exported from Russia abroad. The strategic objective of the state's export-oriented policy is the formation of competitive and efficient agricultural production, which will ensure the country's food security, increase the export of certain types of agricultural products and food. Further development of exports should be aimed at reorienting from the export of agricultural raw materials to the export of processed products, that is, with a higher added value, while world prices for the finished product are significantly higher than for raw materials. That is why the government regulation of this sector is necessary. It is extremely difficult for Russian agricultural producers, with little government support, to compete with goods that account for 40% of government investment. With the necessary support from the state, the export of food products will increase its potential in the near future. Russian exports of agricultural products have every reason to increase competition in the world arena. In modern conditions, the increase in production capacity and the export of agricultural products and food are a special opportunity for the Russian economy to show its export potential.

This article considers the relevance, necessity and main directions of state support for innovative development of regional agricultural production, identifies the drivers of innovative development of agriculture, specifies the level of innovative activity, gives the characteristics of the result of innovative activity. It revealed the most important problem preventing agricultural producers from accumulating the money needed to innovate and invest in fixed capital. The problem is unstable interest rates affected by crisis phenomena: the foreign policy environment, the imposition of economic sanctions, inflation and currency volatility, epidemiological restrictions, etc. The authors analysed the actual structure of financing sources for innovations in agriculture in the Tambov region, which showed a stronger role for the federal budget. The main role is not that banks support innovation by granting loans, but that the state supports it by allocating funds from budgets at different levels. They considered the problem of state regulation of agriculture related to the seasonality of farming, as small and medium-sized enterprises are unable to generate sufficient profits to cover the cost of growing next year's crops. This confirms the urgent need to improve the areas of state support for business. To conclude, the state is interested in increasing budget allocations for the innovative development of agricultural production.

The available land resources and their reserves in the Russian Federation can be effectively used by agricultural producers to address the issue of eliminating hunger on a global scale. This will strengthen the country's political position in the world and ensure the economic stability of both foreign trade in food and the domestic positions of its producers. It is proposed to evaluate the reproduction of land used in agricultural production, using a comprehensive indicator of the effectiveness of their reproduction, taking into account the values of a number of major factors that have an unregulated and regulated nature. The article presents the results of the analysis of the efficiency of agricultural land reproduction in the Tambov region, which showed the unstable nature of this process. The reproduction of arable land forms a time-varying economic resource of agriculture. Its management is the implementation of a system of measures to improve the functional state of the soil in accordance with the strategic development plans of agriculture. In the long term, promising avenues for improving the management of agricultural land reproduction should be implemented, focused on increasing the investment attractiveness of agribusiness, introducing innovative technologies for soil maintenance, improving the forecasting and planning of the results of the use of land resources in the industry, in the short term it focused on the possibility of early recovery of the nutrient regime of agricultural plants, deepening the intensification of agriculture, using the potential of organic fertilizer production in the region.
