In the face of unstoppable urbanisation, disaster risks are projected to increase, mainly in unplanned areas that usually lack disaster risk reducing infrastructure. In Africa, including South Africa, limited resources and capacity hinder the provision of such infrastructure. The objective of this study was to determine options for promoting disaster risk reducing infrastructure in informal settlements in Giyani Municipality, Limpopo Province, South Africa, a disaster risk-prone area. A case study was conducted to collect primary data from purposively selected experts and the SWOT factors from the Integrated Development Plan Report of 2019/2020. A TOWS analytical hierarchical process was applied to pairwise comparisons of factors to prioritize them using eigenvalues and generate strategic options for promoting disaster risk reduction infrastructure in the informal settlements of Giyani Local Municipality. In the TOWS results, the experts suggested integrating traditional authorities into the municipal development processes, implementing an environmental framework that includes disaster management policies and an integrated waste management plan, and developing innovative technological projects that provide up-to-date spatial planning data to provide disaster risk reducing infrastructure in informal areas. This study concludes that the provision of affordable housing, clean regular piped water, storm and sewer drainage systems, street lighting, accessible routes, solid waste collection, electricity, and healthcare services would reduce a range of disaster risks.

Ninh Thuan is one of the extremely dry regions in Vietnam, and choosing farming solutions in the agricultural sector is one of the top priorities. Research chooses grapes to propose solutions for development in drought because this is considered one of the local staple crops. The study used a multi-criteria decision-making method (MCDM) with a combination of Fuzzy Analytic Network Processes (Fuzzy - ANP). Through the study of published documents and surveys, the study has identified 24 factors belonging to four groups: natural, economic, social and policy and total as a SWOT matrix. Through the Fuzzy ANP model and expert assessment, the research has proposed eight strategies, and the study identified priority strategies for the sustainable development of vines in Ninh Thuan. The results are ranked as follows: WO2 (0.162), ST1 (0.148), WO1 (0.137), SO2(0.124), WT2(0.128), ST2 (0.122), WT1(0.119) and SO1 (0.059). Research results are the basis for helping local governments have more quantitative decision-making tools, thereby helping proposed solutions to be more objective and suitable to the actual situation.

This paper is in memory of Professor Thomas L. Saaty, who died on the 14th of August 2017. In a problem-solving process, the first step is to model a real-world problem. The modeling effort is one of the hardest parts of the process, and there is no universal way to do it. The initial step involves structuring the problem and obtaining a simplified problem so that any multi-criteria or statistical models can be applied. This paper intends to explain the modeling process through subjective geometry. Although creative thinking is critical in developing the hierarchies and networks in the Analytic Hierarchy or Network Process (AHP/ANP), models from business management and information theories can supply a verified ready-to-use relationship among elements and their clusters. We hope the exploration offers a guideline for utilizing the AHP/ANP in more detail.
