The delay in civil construction works is observed globally and affects the economy of countries. Therefore, identifying the causes of delays is of paramount importance to minimize their consequences. This paper aims at identifying the causes of delay in construction works and their analysis and existing correlations through statistical factor analysis. The research methodology included a Systematic Literature Review (SLR), a Survey Research through questionnaires and interviews was conducted, as well as the identification of the main causes of delay through the Relative Importance Index (RIL) and the ABC Curve. Finally, factor analysis of the causes of delay was performed, not limiting only to their identification. The results showed that the 12 identified causes are correlated to 4 delay factors, which account for 69.18% of the sample variance: supply management (21.41%); workforce management (20,79%); project management (17.64%) and management of climatic conditions (9.34%). It is concluded hereby that the delay factors mentioned herein can be considered management deficiencies in the projects and that the research has expanded the knowledge on construction delays, thus contributing to the frontier of knowledge to mitigate this problem in several countries, especially developing ones.

Capacity development (CD) interventions are becoming a vital component of development projects. However, there is a lack of information about the relationships between capacity and project delivery. This paper presents the results of a study of how CD was applied to one of India’s largest urban infrastructure programs. While the Indian government considered a lack of capacity to be the main problem in project delivery, there is little evidence that explains the relationships between capacity and project delivery. This study analyzes the content of 58 interviews with project engineers, managers, and administrators about the hurdles they experienced at each stage of project delivery and seeks to understand these hurdles through the lens of CD. The study identifies the influence of capacity factors on project delivery and the converse influence of project performance and outcomes on CD. Ultimately, this study reveals the complex two-way interactions between capacity and project delivery.

Abstract:In construction delay claims, force majeure is normally recognized as an excusable risk that entitles contractors only to time extensions, but neither of the contracting parties is entitled to monetary compensation to recover delay damages. However, there are instances where contractors are entitled to both time and cost compensations, as evidenced by some court cases relating to force majeure claims. Such instances involve attributing the occurrence of the force majeure to the effect of other prior delay events that pushed project performance into the period of the force majeure. Existing delay analysis methods are not capable of addressing this issue, as none take the impact of other delays into consideration when analyzing force majeure claims. Stimulated by this gap, this study proposes an improved and sound method for fairly analyzing the responsibility of force majeure delay claims amongst contracting parties. This method was implemented on a case project to help demonstrate its application and also ascertain its practicability. The contribution of this paper is twofold. First, it has highlighted the situation of force majeure delay that can be compensable, creating more awareness among researchers and industry practitioners. The second is a proposed systematic process to appropriately analyze its responsibility, which equitably addresses claims from such delays with little or no chance of dispute ensuing.
