Abstract— The transformation of the environmental situation in the course of post-Soviet changes in Russia’s economic is considered from the standpoint of structural features and dynamics of industrial production, GRP, and energy output. A multiscale (country–regions–cities) comprehensive assessment of the transformation of the environmental situation due to changes in the territorial and sectoral structure of the economy of Russia, its regions, and cities was carried out. Factors and spatiotemporal patterns in the dynamics and structural characteristics of the environmental situation during periods of crises and economic growth are revealed. The comprehensive index of anthropogenic impact is used to assess the dynamics and variability of the environmental situation in Russian regions and cities: a general decrease in most environmental indicators identified, as well as a gradual leveling of regional shares and increased localization of the impact in individual cities versus a general slowdown in economic growth. Gradual weakening of the role of industrial specialization in the environmental situation and simplification of the structure of types of impact within regions are shown. The highest level of discrepancy between economic development trends and the integral load indicator is typical of regions with the highest level of impact; the highest degree of dependence is typical of agrarian or agroindustrial regions, as well as for regions where one of the key sources of pollution is fuel energy production with coal predominant in the fuel balance structure. In general, the trends of changes in the environmental situation in regions are smoother than in cities. The more diversified the region’s economy, the smaller the range of fluctuations of the comprehensive index of anthropogenic impact; the more developed a large-city settlement pattern, the more complex and diverse the factors of the regional environmental situation.

The purpose of the study is to determine the degree of influence of sectoral specialization of industrial regions on the environmental situation, to understand whether there is a relationship between the level of technological specialization of the region and the environmental situation. In the study, the criterion for classifying regions as industrial is the share of manufacturing industries in the sectoral structure of gross value added of more than 30% during 2017-2020. The article uses the following research methods: statistical analysis, correlation analysis, comparison, contrast, coefficient calculation. In the study, the authors: a) grouped the types of economic activities of industrial regions by the level of technological development; b) analyzed the volume of industry in the context of economic activities for 2018, 2022; c) analyzed the degree of industry specialization; d) the share of captured and neutralized air pollutants in the total amount of waste pollutants from stationary sources in industrialized regions was analyzed; e) presented a correlation table, which reflects the relationship between the level of specialization of the main industry and the share of captured and neutralized air pollutants in the total amount of waste pollutants from the stationary The authors made conclusions that the regions, whose production specialization is more high-tech, have a better environmental situation. Thus, the development of high-tech industries can stimulate regions to diversify production and switch to more environmentally friendly production methods. This can lead to a reduction in negative environmental impact and an improvement in the quality of life. In the case of industrialized regions with a predominant share of metallurgy, it is important to undertake measures to update production processes and introduce environmental innovations.

The authors present a method of joint and separate use of remote sensing data and state statistics to assess the quality of atmospheric air in Russian regions. The simultaneous use of information obtained from various sources and characterizing different aspects of air quality enables assessing the subject of the study better. The emission data was obtained from the State Report “About conditions and protection of the environment in the Russian Federation in 2019”, and that from the AURA/OMI was used to assess the pollutants concentrations. The methodology is based on the aggregation of various pollutants’ emission indicators and their concentration in the atmospheric column into integral indices using Cartesian distances to the worst unit. It is shown that each index separately does not make an objective picture of the air quality. A typological approach was applied to identify the regions similar in terms of the structure of anthropogenic impact on the atmospheric air, as well as to the content of major pollutants. Five typological groups for emissions and six ones for the content of pollutants were identified. The integral air quality index was calculated and the corresponding maps were compiled using heterogeneous data. It is shown that such an approach differentiates the regions much more clearly and makes it possible to draw more accurate conclusions on the quality of the atmospheric air.
