Much of the scholarly work on Brazilian federalism has long focused on the ways in which decentralization has produced institutional paralysis under intergovernmental conflict. This article, by contrast, suggests that Brazil has been under a gradual transformation since its democratization, which led to a recentralization of power in the hands of the federal government. It presents a framework that explains how an initial decentralization process (1983-1994) turned into a centralization process (1995-2007) that ultimately increased the regulatory and coordination powers of the Brazilian federal government. In addition, the analysis shows that two main blocs of political parties competed to influence the sequence and speed of legislation related to the decentralization and centralization processes. Specifically, these parties used two competing temporal strategies – foot-dragging and pace-setting – to slow down or accelerate the approval of legislation regulating subnational autonomy. Once the centralizing bloc of parties enacted key centralizing legislation, they used the strategy of fence-building to institutionalize intergovernmental relations, thereby consolidating the coordination powers of the center. The main contribution of this article is to advance a temporal approach to federal changes, which explains how the Brazilian federal government centralized authority under a decentralizing Constitution.

The main aim of this study is to examine how the mature [con]federation of Switzerland approaches local (municipal) governance. It first assesses whether local autonomy arrangement is adequate. The study then assesses how local governments utilize the mechanisms of intergovernmental cooperative bodies to address public service delivery issues that cannot be met by a single local government. In doing so, beyond a secondary data sources, the study has used different instruments of primary data collection, including key informant interview, in-depth interview, and in-house discussion with a group of pertinent experts from the Canton of Bern. The finding of this study reveals that local governments in Switzerland have adequate autonomy in the sense that they have constitutional rights to exist, freedom to choose owns' political and administrative structures, select local leaders without coercion from the cantonal or federal leaders, and local public expenditure responsibilities match with locally raised revenues. Also, different intergovernmental cooperative bodies-inter-municipal cooperation, Swiss municipal association, Swiss cities association, regional conference and tripartite conference of agglomerations-have been utilized for addressing matters that couldn't be met by a local government per se. Typologies are widely used in research on federalism, e.g. to distinguish dual from cooperative or coming-together from holding-together federations. More general, ideal types, archetypes and categories are frequently used in political science research to define concepts and classify cases. As recently as in 2014, Filho et al. pointed out that Cluster Analysis is still hardly used when it comes to developing typologies in political science. Rather, political scientists rely on more intuitive methods or factor analysis. Our paper argues that Cluster Analysis is of great usefulness because it a) focuses on the relationship between cases and not variables and b) draws on empirical data when identifying the clusters. This paper proposes to apply this fruitful approach to the field of federalism to exemplify its major heuristic potential. Furthermore, we emphasize that testing the secondary validity is a crucial step. Our paper provides two original examples from comparative federal politics and public management that illustrate the strength of Cluster Analysis both in testing and generating hypotheses through the establishment of typologies. For both examples, the validity of the Cluster Analysis is tested by checking for correlations between the clusters and the distribution of power. Hence, the typologies established through Cluster Analysis not only define our respective dependent variables related to aspects of intergovernmental coordination within federations and the normative density of evaluation clauses in the Swiss federation, but also offer strong insights in issues of regional autonomy.
