“…This paper will explore the consistent failure of HEIs in England 2 to significantly advance “racial and ethnic” equalities (Advance HE's terminology). It follows and draws from a long line of work that has engaged issues of racism and inequality in universities (e.g., Ahmed, 2012 ; Alexander & Arday, 2015 ; Bhopal & Pitkin, 2018 ; Johnson et al., 2018 ; Sian, 2019 ; Tate & Bagguley, 2016 ) to argue that the problem is the refusal to take seriously the persistent, long standing disadvantages that BAME people face as a result of differing, interdependent forms of racism within universities—and wider societies.
