QR Code Indonesian Standard (QRIS) is a digital payment system using a QR code that officially regulated in 2020. However, during the implementation of QRIS, there were still several problems, including security and data problems. The balance at the transaction time was not truncated, misuse of data, and application errors when scanning QR codes. This study aims to determine the factors that affect the acceptance of digital payments using QRIS. Especially those related to gaps in problems and research by combining the theory of acceptance and use of technology (UTAUT) and other variables that are also a problem in applying digital payments Security and Trust. The target population of this study is all digital payment users who use QRIS. Through the convenience sampling method, with a sample of 205 respondents. The questionnaire is distributed through an online questionnaire with Microsoft form. After that, the data will be evaluated using the Structural Equation Model (SEM) - Partial Least Square (PLS). The study results show that security as a reference is fundamental for users to increase their intention to use QR codes. Meanwhile, other components such as performance expectations and trust have proven to be essential components in initiating the intention to use digital payments using QR Code. However, not all variables from UTAUT have a significant impact, such as effory expectations. This is because an essential point in using digital payments using QR codes, especially during a pandemic, requires more security and productivity. The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.

This study examined uniting public organization, transparency, and accountability theories for a holistic understanding of digital government service implementation in Indonesia. This study used a survey data collection method with 424 respondents for employees in four local governments. Questionnaires were generated using a Likert scale. Structural equation modeling‐partial least squares was used to assess the validity and reliability of the data and to test hypotheses and regression models. Following the testing of hypotheses and regression analysis, this study found that variables of employee skills, leadership, regulation, infrastructure, information and communication technology, transparency, and accountability had a positive and significant effect on the variable of digital government service implementation with p‐values of 0.034, 0.025, 0.014, 0.031, 0.009, 0.005, and 0.010, respectively. In contrast, variables of budgeting and bureaucratic structure do not positively and significantly impact the variable of digital government service implementation with p‐values of 0.210 and 0.311, respectively. The influence of the independent variables on the dependent variable was strong (R‐square = 0.834). The limitations and implications of these findings are discussed in the conclusion.
