The COVID 19 pandemic also has an impact on the education and training aspects of the State Civil Apparatus. MOT training in Puslatbang PKASN LAN, which was originally carried out by blended learning in 2019, has been changed to fully online learning in 2020, as an effort to reduce the spread of the COVID 19 virus. The purpose of this study is to find out whether there are differences on the learning outcomes between MOT participants in 2019, which attended by 30 people, and MOT participants in 2020, which attended by 25 people. Data processing and analysis techniques in this study using quantitative methods. The statistical test used is the non-parametric statistical test using the Mann Whitney U test. The sampling technique used was total sampling, where all members of the population were used as samples. The results revealed that there was no difference in the learning outcomes of MOT participants between those using the blended learning method and those using the fully online learning method. Based on this information, fully online learning is very possible to be applied. Nevertheless, the Training Institution must pay attention to the availability of facilities and infrastructure that support the learning process electronically. Also, the limited interaction between lecturers and participants when doing online learning should be balanced with the ability of lecturers to convey material with technology-based learning techniques. In this case, the roles of all parties will determine the optimal achievement of the fully online learning process.
The development of competencies for Civil Servants is needed in order to improve employee performance that will contribute positively to organizational performance. For this reason, competency development programs must be evaluated to see the effectiveness of their implementation. The purpose of this study is in order to evaluate competency development programs using kirkpatrick level 1 evaluation model to find out the level of satisfaction of participants and Kirkpatrick evaluation model level 2 to find out if there is an increase in participants' knowledge after participating in the competency development program. The technique of processing and analyzing data in this study uses quantitative descriptive analysis methods. Based on the results of this study, it can be concluded that participants are satisfied with the facilitator aspect and the organizer aspect and there is an increase in participants' knowledge before and after learning. The results of this research are expected to be taken into consideration to improve the quality and effectiveness of the implementation of competency development programs in the future. Administrator Leadership Training (PKA) is a leadership training to achieve managerial competency standards of administrator positions. PKA 2021 was delivered in Puslatbang PKASN LAN by distance learning method based on the provisions of Circular Letter Number 2/K.1/HKM.02.3/2021 concerning technical guidelines for the implementation of structural leadership training in the new normal order period in 2021, as an effort to suppress the spread of the Covid 19 virus. This study aim to analyze policy implementation based on Edward III's theory of public policy implementation as well as evaluate distance learning in the implementation of PKA. The data processing and analysis techniques in this study used mixed method, which was a combination of qualitative and quantitative methods. The results of the study revealed that the implementation of the distance learning policy in the implementation of PKA at the Puslatbang PKASN LAN has gone well, although the process faces several obstacles. Based on this research, distance learning was very possible to be applied. Nevertheless, Puslatbang PKASN LAN must improve the quality of service, both from the substantive side, as well as from the technical side of learning.

Pentingnya kepemilikan akta kelahiran tersebut belum diimbangi dengan jumlah kepemilikan akta kelahiran penduduk di Indonesia. Kondisi ini mengharuskan pemerintah melakukan upaya peningkatan jumlah kepemilikan akta kelahiran di Indonesia. Pemerintah Kota Bandung merupakan salah satu daerah yang telah berinovasi dalam hal pelayanan akta kelahiran. Melalui Dinas Kependudukan dan Catatan Sipil (Disdukcapil), Pemerintah Kota Bandung melakukan upaya peningkatan kepemilikan akta kelahiran melalui inovasi Memberikan Pelayanan Keliling “Jemput Bola” (Mepeling “Jemput Bola”) Akta Kelahiran. Berbagai strategi yang dapat dilakukan dalam meningkatkan pelayanan akta kelahiran, diantaranya dalam hal Sumber Daya Manusia (SDM), sarana dan prasarana, serta sosialisasi yang tepat sasaran.
The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.
