This study investigates how management challenges have caused the demise of the Ahlussunnah Wal-Jamaah Waqf Foundation (ASWAJWF) in Ghana using human resource theory and the behavioral theory of leadership. Interviews were conducted with 24 participants who were directly involved in the collection of cash waqf and the management of ASWAJWF in ten of the 16 regions of Ghana. The findings attributed ASWAJWF’s demise to leaders’ misunderstanding of waqf as a typical sadaqah, lack of investment initiatives to sustain the fund due to managerial incompetence, and failure to consult and heed voluntary expert advice. This is the first study to examine Ghana's waqf management challenges. It is also the first waqf study to use theories of demise to explain how management challenges caused a waqf institution to ‘die’. Its exploratory nature ignites and invites other researchers to examine the reasons for the demise/closure of cash waqf institutions, thus serving as a reference for researchers. Finally, we expect this study to draw the attention of cash waqf stakeholders, including policymakers, to the need to provide effective management and governance frameworks/tools to revive cash waqf and to safeguard the interests of donors, beneficiaries, and the public at large.

This study presents the utilization strategy of waqf assets in the Muhammadiyah Association, Muhammadiyah Association is a non-profit organization engaged in various fields including social, religious, education and others. Waqf assets managed by Muhammadiyah become a huge potential so that strategies are needed waqf in Muhammadiyah can be optimized to the maximum. The purpose of this research is to prioritize the strategies proposed by waqf experts for Muhammadiyah. The method used in this research is a qualitative method with a Strengths, Weaknesses, Opportunities and Threat (SWOT), analysis approach with an analytical tool using the Analytic Network Process method to provide a classification of alternatives given by waqf experts. In this method, the strength factor, namely waqf assets Sabang to Merauke, is more dominant than the presence of supporting regulations, from the weakness factor it is found that limited human resources have the most influence on Muhammadiyah's weaknesses. Meanwhile, from the opportunity factor, the ability of the nazir to get results is more dominant, and Muhammadiyah's biggest threat is the number of waqf assets in private names. So that the main strategy carried out is to maximize opportunities, namely increasing the professionalism of Nazir.

Purpose ‒ This research explores cash waqf-linked sukuk (CWLS) and ascertains its viability in Malaysia under relevant legal and regulatory framework of waqf and sukuk. This is with view to implementation of CWLS in Malaysia by Islamic social and commercial finance institutions. Design/Methodology/Approach ‒ The research adopts a qualitative methodology and uses content analysis in synthesising relevant data to determine viability and prospect of CWLS in Malaysia. Semi-structured expert interviews were conducted, and data obtained therefrom was analysed alongside published literature on CWLS in identifying issues in applicable waqf and sukuk legal and regulatory framework that pertain to CWLS viability. Findings ‒ The combination of cash waqf with sukuk is potentially an impactful financing mechanism for mobilising funds that links charity with productive and income generating economic activities. CWLS facilitates development of alternative social financing instrument that expedite social welfare and economic revival in the aftermath of the Covid-19 pandemic as Indonesia demonstrates. However, Malaysia’s waqf legal and regulatory framework have established a decentralised system of waqf administration that will rather downscale the structure and operations of CWLS in the country. Hence the research proposes a reform of the framework to enable establishing a more capable and viable CWLS structure for a digital, retail and institutional investors. Originality/Value ‒ This research discovers hindrance to the prospect of CWLS in the legal, Shariah and regulatory dynamics of waqf and sukuk in Malaysia which previous studies overlooked. This research provides an in-depth understanding of challenges to CWLS’ implementation in Malaysia with invaluable insight for regulators, policy makers, practitioners and researchers, thereby contributing to practical knowledge in the area.
