While the construction industry has brought substantial economic benefits to society, it has also generated substantial construction and demolition waste (CDW). Illegal dumping, which refers to dumping CDW in an unauthorized non-filling location, has become widespread in many countries and regions. Illegally dumping CDW destroys the environment, causing groundwater pollution and forest fires and causing significant economic impacts. However, there is a lack of research on the decision-making behaviours and logical rules of the main participants, construction contractors and the government in the illegal CDW dumping process. This paper constructs an evolutionary game model on a small-world network considering government supervision to portray the decision-making behaviours of illegal dumping participants and conducts a numerical simulation based on empirical equations to propose an effective supervision strategy for the government to manage illegal CDW dumping efficiently. It is found that the illegal dumping behaviours of contractors are mainly affected by the intensity of government supervision, the cost of fines and the income of illegal dumping; while for government, a supervision strategy is found to be necessary, and a supervision intensity of approximately 0.7 is the optimal supervision probability given supervision efficiency. Notably, under a low-level supervision probability, increasing the penalty alone does not curb illegal dumping, and a certain degree of supervision must be maintained. The results show that in addition to setting fines for illegal dumping, the government must enforce a certain level of supervision and purify the market environment to steadily reduce illegal dumping.

Este artículo presenta un estudio de evaluación económica y clasificación de residuos de construcción y demolición (RCD) en un proyecto real ubicado en la Región Metropolitana, Chile. Chile genera más de cinco millones y medio de toneladas de RC&D al año y afectan de múltiples maneras el medio ambiente. A su vez, los RC&D son un síntoma de problemas de productividad. Una adecuada gestión de los residuos requiere una cuantificación de los mismos. Sin embargo, se observa una carencia en la literatura relacionada a la cuantificación de los volúmenes de residuos y su impacto económico (generación, transporte y disposición final). Se encuentra que el volumen de residuos generados por superficie construida para este caso de estudio es de 0,186 m 3 /m 2 de RCD con un costo total de 188.234,44 US$ correspondiente al 1,19% del presupuesto. Así mismo, el costo ponderado de la gestión del RCD se estimó en 75,47 US$/m 3 .

There is a lack of awareness and knowledge among the Malaysian construction industry about waste management reduction. Numerous nations worldwide have understood and have incorporated the concept of the 3R (reduce, reuse, and recycle) in waste management, and it has worked out well. This study investigated construction waste issues and developed a model for sustainable reduction by applying 3R using a partial least squares structural equation modeling PLS-SEM in Malaysia. The research methodology adopted the quantitative and qualitative approaches by sending a survey questionnaire to the relevant stakeholders to obtain their views or perceptions and interviewing an expert in the related field about waste reduction in the Malaysian construction industry. Three hundred thirty questionnaires were collected within six months of submission. The significant factors are determined using mean ranking for the reduce, reuse and recycle elements. Based on the results, the exploratory power of the study model is considered sustainable with R2 values of 0.83%. At the same time, the results of relationships between improving factors, policy-related factors, construction waste generated, and sustainable construction waste reduction were significant. Also, the findings revealed that the top factors for waste generation on reducing, reusing, and recycling are lack of design and documentation, and lack of guidance for effective construction waste-collecting. The paper will explore different and dynamic practices, such as recycling, reuse of construction waste management cost reduction, enabling stakeholders and managers to estimate and quantify the actual size of CWM costs and benefits for sustainable development goals.
