Isoglucose – How significant is the threat to the EU sugar industry?

Abstract: The EU is about to abolish the sugar – and the isoglucose – quota system in 2016/17. Isoglucose made from corn occupies about 50% of the US sweetener market while its market share in the EU caloric sweetener market is less than 5%. Against this background, this paper analyses the economics of isoglucose production in Europe in order to understand its competitiveness vis-à-vis sugar. Key results: (1) Isoglucose will become a rather competitive product. The EU sugar industry will have to give up about 40% of it… Show more

“…Results of epidemiological studies suggest that from 2001 to 2021 the total daily intake of HFCS decreased by almost 40 % from 46 g/d to 28 g/d in the USA (data from US Department of Agriculture) [ 26 ]. Despite changes in the sugar market in 2017 [ 27 ], in most European countries, HFCS is not widely used and the intake of HFCS is, compared to the USA, rather low [ 28 ]. Indeed, sucrose is still the main added sugar found in foods and beverages in Europe [ 29 ].…”

“…New technologies can appear. For instance, from 2008 onwards (white) sugar was more and more produced in the EU from isoglucose-called corn syrup in the United States-(allocated to other food-"ofd"-in the GTAP classification) rather than from sugar beet-"c_b" (Zimmer 2013). This led to lower sugar beet input coefficients in the sugar industry and higher input coefficients from other food products.…”

“…Changes of market regulations also envisage abolishing production quotas for isoglucose, which is currently the main substitute for sugar [Zimmer 2013]. This is a significant change in the context of competition on the sweetener market.…”
