Livestock management includes the systems of maintenance, reproduction, and waste utilization. This study aims to examine the potential of feed sources for ruminants (cows and buffaloes) and efforts to maintain continuous feed availability associated with ruminant livestock development strategies. The data used were primary and secondary data of feed sources. Furthermore, the variables observed include cattle and buffalo population, agricultural waste production, digested dry matter (DDM), and carrying capacity. The results showed that Seruway sub-district had the highest population of cattle with 8,378 cows (4,933 ST) or 20.35% while Karang Baru sub-district had the highest population of 70 buffalo (34 ST) or 40.23%. Meanwhile, Manyak Payed sub-district produced the highest agricultural waste with 5,029.32 DDM tons/year while the low district was Kuala Simpang city. Moreover, the commodity that produces the highest agricultural waste is rice which is scattered in all districts with a total of 19,370.65 DDM tons/year. Although the cassava plant was not in all districts, it has the potential of producing 48,154.5 tons/year DDM. Furthermore, the sub-district with a great opportunity was Karang Baru which produces an unutilized potential of 2,718.23 tons/year and a carrying capacity of 2,384.41 (ST/year). This showed that Kejuruan Muda subdistrict has insufficient agricultural waste for cattle and buffalo, therefore, breeders in this sub-district get feed from the plantation and other wastes. Based on the results, Aceh Tamiang district has the potential to increase the ruminants population by utilizing forage feed from agricultural waste.

The purpose of the study was to determine the accessibility of the ease or difficulty of cow farmers in obtaining animal feed. The research was conducted in Air Tenang Village, Karang Baru District, Aceh Tamiang Regency, Aceh Province, from January-December 2019. The method of purposive sampling is a method of taking with a specific purpose, considering that the breeder’s sample has the necessary information for its research. Respondents were thirty-five farmers, with the provision of ownership of 3-5 cow, and had at least two years of breeding experience. Accessibility to the observed feed source is related to the origin of the feed, the distance of the location of the feed source and or travel time, the purchase of feed, the availability of labour and the time required to find feed. The results of the study are reported descriptively. The results showed that the average of the five changes observed, namely the origin of the feed, distance and travel time, labour availability, and time for finding and purchasing feed, obtained a consecutive score of 0.79; 0.78 ; 0.83; 0.80 and 0.83 with a total score of 4.02. From the results of the study conducted, it was found that accessibility to cow feed sources in Air Tenang Village, Karang Baru District, Tamiang Regency was categorized as easy.

The province of Aceh is one of the provinces that prioritizes the development of palm oil commodities for the plantation sector. In the development of oil palm, the secondary products that can be produced are in the form of oil palm fronds. One of the problems faced in the development of cattle is the availability of feed, especially in the dry season, the lack of knowledge of the farmers about the benefits of palm oil by-products. Meanwhile, consumers' demand for meat from time to time continues to increase along with population growth,economic development, awareness of nutrition, and education level. The method used in this study is a survey method consisting of primary data and secondary data. The results of the study for local cattle using palm frond silage can increase cattle body weight by 0.34 kg/head/day and 0.99 kg/head/day for Brahman cattle in Aceh Tamiang district. It showed that the potential of palm oil by-products has a great chance as a source of cattle feed in the hope of increasing population and meat production to meet consumer needs.
