Le foncier rural dans les pays du Sud

Abstract

La dernière série de chapitres propose une discussion approfondie des politiques foncières passées et présentes de formalisation et de redistribution des droits, des rapports entre foncier et environnement à travers le prisme des dispositifs environnementaux, ainsi que des pratiques d'expertise foncière dans les pays du Sud.Bien qu'ils traitent principalement de la thématique foncière dans les pays du Sud, où les auteurs ont effectué la plupart de leurs recherches, les textes qui composent cet ouvrage font référence à un ensemble beaucoup plus large d'études théoriques, empiriques et comparatives, et de débats sur la propriété, l'identité, la citoyenneté et la justice. Ils soulignent ainsi les similitudes et les différences qui marquent l'administration, les politiques publiques et les enjeux politiques du foncier, dans les pays du « Sud » comme du « Nord ». Bien que les auteurs s'appuient sur des points de vue disciplinaires et des expertises régionales différents, le partage d'un cadre d'analyse commun et de références croisées entre les chapitres aboutit à un ensemble remarquablement cohérent et complet d'analyses, de conclusions et de recommandations pour les chercheurs, les décideurs politiques et les praticiens. Tant ceux qui ont d'ores et déjà un intérêt pour la thématique foncière que ceux qui pénètrent ce champ de recherche et d'action trouveront l'ouvrage inestimable. À la lumière de son importance et de l'ampleur du champ couvert, sa traduction en anglais serait d'une réelle utilité pour un public beaucoup plus large.9 Notre présentation du changement institutionnel reprend des éléments de Colin (2002).10 Cette dichotomie, didactique, est évidemment réductrice : de nouvelles règles du jeu peuvent émerger « organiquement » de la simple interaction entre les acteurs, mais être ensuite reconnues et révisées « pragmatiquement ». introduction 37 Références bibliographiques aGarwal b., 1994 -A field of one' s own.
