The article develops theoretical and methodological foundations for the formation of the concept of food security management of the state in terms of investment and innovation development of the agricultural sector. It is determined that the essence of food security is the economic state of the country, in which, regardless of market conditions, the population can be guaranteed and stably provided with food resources, have free access to them in sufficient quantities, range and at reasonable prices, with this corresponds to the normatively justified parameters and medical standards. It is established that the concept of economic security of the state involves the effective functioning of all its constituent subsystems, which must ensure efficient and rational use of all relevant resources to eliminate possible external and internal threats, ensure the stability of the national economy and direct protection of state interests. Stimulating the development of agricultural production and reducing the negative impact of its systemic indicators will ensure the stability of food security and food independence by increasing the sustainability of agricultural production and food quality and income, expanding exports and imports, increasing food stocks, improving greening, improving the legal framework, realization of production potential of agriculture. The paper notes that food security is one of the most important indicators of socio-economic development of the country. It is provided primarily by the level of agricultural production, saturation of the market with its own agricultural products, which promotes its independence and meets the main groups of indicators defined in world practice (level of availability and consumption of food, availability and sufficiency of food, quality and safety of food). The development of agricultural sectors depends on the intensification of investment strategies, state support in financing and investing, promoting the competitiveness of agricultural producers in the domestic market and protecting their interests in foreign economic activity, the introduction of credit mechanisms as an option to update the material base, improve the mechanism pricing, completion of land reform and direct control over the quality of production and use of natural resources.

The article examines the evolution of the conceptual and categorical apparatus of food security, which is an important stage for understanding changes and trends in this area. The issue of food security has always been important throughout human history. At all stages of social development, ensuring adequate levels of food production and distribution has been critical to the survival and prosperity of nations. Research on the definition of food security has been reviewed and systematized and found to have evolved significantly, from an initial focus on food sufficiency to a more comprehensive approach that includes aspects of availability, utilization, and sustainability. In the early stages, the main emphasis was on providing a sufficient number of products to meet the basic needs of the population. In this context, food security was reduced to the availability of food resources at the national or regional level. The main attention was paid to the volume of food production and supply, which met the economic and demographic challenges of the time. Over time, in response to global changes and challenges such as economic crises, climate change, political instability, and growing inequality, approaches to food security have become more complex. In the 1970s, the concept of food security began to include the economic availability of food, which involved taking into account the ability of the population to purchase sufficient food. This expansion of the concept reflected the growing importance of socio-economic aspects in ensuring food security. In the 1980s, the concept of food security was supplemented by the aspect of food use. This included the proper storage, preparation, and consumption of food to ensure optimal nutrition for the population. This meant that food security issues went beyond the simple availability of food and began to encompass food quality and safety. In the early 21st century, a sustainability aspect was added to the concept of food security. It offers its own approaches to defining the concept of “food security” at different levels, which contributes to a deeper understanding of this multifaceted problem and can be useful for the development of effective strategies for ensuring food security in modern conditions.
Problem setting. The right to an adequate level of social security, including a sufficient number of quality foodstuffs, is enshrined at both the international and national levels. Consumption of food is an integral part of human life, and therefore, food security is an urgent task of the state. Analysis of recent researches and publications. In turn, the selected issues were studied by the following specialists: V. P. Samokysh, O. V. Tarasyuk, V. R. Shishlyuk and others. Despite the sufficient number of scientific studies on this issue, in the context of full-scale armed aggression by Russia against Ukraine, we believe that the chosen issue is relevant and deserves detailed analysis within this study. The target of the research is to analyze the regulatory and legal framework for food security in the legal regime of martial law. The object of study – the legal relations that arise in the process of implementation and provision of food security in the legal regime of martial law. The subject of the study is directly the analysis of legal norms in the field of food security, in particular, in the legal regime of martial law. Article’s main body. The article studies the issues of regulatory and legal support of food security in the legal regime of martial law, analysis of regulations in this area, explores the meaning of “food security” in the legal regime of martial law. The chosen issue is especially relevant today, as the event that took place on February 24, 2022, namely the full-scale armed aggression by the Russian Federation (hereinafter – Russia) against Ukraine, caused problems of both legal and socio-economic nature, which negatively affect the functioning of the food security system not only in our country, but also in other countries, as Ukraine is a recognized exporter of certain foods (cereals and oilseeds, etc.) to global markets. Therefore, in order to provide the population with necessary food and non-food products, as well as to prevent food crisis, both domestic and foreign markets, the legislator has developed and implemented a number of regulations of different levels of hierarchy, the content of individual norms or groups of norms aimed at preventing, overcoming and neutralizing the negative consequences of the functioning of the food security system of Ukraine. In particular, it should be emphasized that the content of these regulations relates to the order of economic activity under martial law, rules and procedures for providing the population with sufficient food in sufficient quantities (especially in regions where active hostilities), issues of use agricultural lands, rules and procedures for import and further distribution of humanitarian aid on the territory of Ukraine, etc. Conclusions and prospects for the development. Ensuring food security of the population in the legal regime of martial law is one of the priorities of the state. Quality food in sufficient quantities is one of the factors that directly affects the level of social security. Russia’s armed aggression poses threats and challenges to the functioning of the national economy, as it effectively eliminates opportunities for economic activity in Ukraine, and thus has a very negative impact on the functioning of the food security system not only in our country but also in the world. in general.
