The purpose of this study is to find out the process of investigating narcotics criminals at the Pekalongan Police and to find out the obstacles and solutions faced in the process of investigating narcotics criminals at the Pekalongan Police. The type of research used in this research is normative empirical, which begins deductively with an analysis of the articles in the relevant laws and regulations. The problems examined in this study revolve around legislation and relate to their application in practice. Research results Pekalongan Resort Police The process of carrying out investigations against narcotics perpetrators is in accordance with the provisions of the Criminal Procedure Code, the obstacles are the network of narcotics abuse crimes which are easily broken in the chain, transportation facilities for investigators of the Pekalongan Police Narcotics Unit are felt to be a bit hampering, and solutions with pre-emptive efforts (coaching) and Preventive (prevention).

The police is a figure and protector of the community who at the same time as law enforcement officers have committed a crime that is burdensome and disturbing to the community, namely eliminating a person's life through a planning process that contains elements of violating Article 340 of the Criminal Code for his actions that are declared no longer fit to carry out the police profession in accordance with the Decree. National Police Chief KEP/23VII/2003 concerning the Code of Ethics for the Republic of Indonesia Police. The objectives of the problem in this study are 1) To examine and analyze the settlement of criminal acts committed by unscrupulous members of the Police? 2) To examine and analyze the strategies that need to be taken by the Police to build its image in tackling criminal acts committed by unscrupulous members of the Police? The research approach method used is normative juridical. Sources of data used are secondary data and primary data, secondary data in this study refers to the literature and primary data refers to facts in the field and the results of interviews. The results of the study: 1) Settlement of violations of the police professional code of ethics that resulted in a criminal act will be processed first in a disciplinary hearing due to a dead line or time limit for the implementation of a disciplinary hearing, which is a maximum of 30 (thirty) days as in Article 19 of the Decree of the National Police Chief No. Pol Kep/44/IX/2004. After the implementation of the disciplinary hearing is completed, a trial will be held in the scope of the general court in accordance with Article 2 of PP NO. 3 of 2003 concerning the Implementation of Technical Institutional General Courts for Members of the Indonesian Police,

The research aims to examine (1) What are the duties and authorities of village leaders. (2) How is the implementation of the duties and authorities in community empowerment, and (3) How are the obstacles and implementation solutions in Jetak Village, Wedung District, Demak Regency according to Act No. 6 of 2014. The writing method uses Sociological Juridical qualitatively described as an empirical social phenomenon. The results of the study show (1) that the duties and authorities of village leaders can encourage the realization of village autonomy. (2) Implementation of the duties and authorities of the village head in community empowerment with the management of the Village Owned Enterprise (BUM Des) Jetak Sejahtera with community involvement. (3) Barriers: the courage of village leaders is still lacking, income is not maximized, limited human resources, and community participation that is still lacking awareness. Based on the research, it was concluded that business management training is needed, Cooperating in the management of BUM Des. Prosperous, increasing human resources, increasing community participation in order to implement the principle of transparency in all matters. Community empowerment is a major prerequisite to bring the community towards a dynamic economic, social and ecological sustainability.
