Les chefs de cabinets ministériels du gouvernement fédéral canadien: rôle et relation avec la haute fonction publique

Abstract

Sommaire: Il est admis que la relation entre le ministre, son chef de cabinet et les hauts fonctionnaires constitue une pierre d'assise du bon fonctionnement de l'appareil gouvernemental. Le présent article veut apporter une contribution à cette thèse en s'appuyant sur des données recueillies au cours d'une recherche faite auprès des chefs de cabinets de ministres du gouvernement canadien en poste à l'été 1990. Cette recherche a notamment permis de constater que l'idée d'accentuer la collaboration entre les personnels politique et administratif fait l'unanimité parmi les chefs de cabinets et les sous‐ministres. Complémentaires, les grands fonctionnaires et les grands chefs de cabinets font les grands ministres. De plus, à cause de la complexité et de l'ampleur de la machine administrative, il n'y a pas de la part des cabinets ministériels, d'administration parallèle ou d'ingérence dans les dossiers des hauts fonctionnaires. En l'occurrence, les acteurs en place avaient trouvé un modus vivendi acceptable. En outre, plusieurs acteurs ont adopté l'idée qu'ils doivent dorénavant former des équipes et bâtir à partir d'un système politico‐administratif soudé et non plus compartimenté.Abstract: It is a known fact that the relationship between the minister, the head of his office, and the top civil servants is a cornerstone of any well‐run government structure. This article is meant to contribute to that thesis, based on data collected during a survey of the heads of Canadian government ministers' offices active in the summer of 1990. One of the findings of that survey was that the idea of reinforcing cooperation between the political and the administrative personnel enjoys the unanimous support of the heads of minister's offices and of the deputy ministers. Being complementary, great civil servants and great heads of minister's offices make great ministers. Moreover, due to the complexity and magnitude of the administrative machinery, there is no parallel administration or interference by ministers' offices in matters handled by the top civil servants. In the case at hand, the players in place had found an acceptable modus vivendi. Moreover, several players stated their idea that they must henceforth create teams and work with a cohesive political‐administrative system, not a compartmentalized one.
