The Role of Human Development in Improving Local Government Performance Through Good Government Governance

The quality of audit opinion results of local government financial statements in 2015–2020 has increased. Still, non-compliance with laws and corruption cases has increased, indicating that the implementation of Good Government Governance (GGG) has not gone well. This paper provides empirical evidence of the role of human development in realizing GGG and its effect on the performance of local governments in Indonesia. The research was designed as associative quantitative research, an organizational unit of analysis. The total population is the regency and city government in Indonesia, as many as 514 local governments, and the sampling technique is purposive sampling. The qualified samples were 268 local governments, with data observed from 2018 to 2020, or 3 years, so the number was 804. The data was sourced from the Regional Government Implementation Performance Evaluation report. The GGG variables were measured using indices and local government performance variables use scores. The main analysis uses SEM PLS and additional analysis with panel regression. The results showed that GGG had a significant effect on the performance of local governments. Novelty, the dimension of human development can strengthen the GGG variable so that its influence on the performance of local governments is even greater. This research has theoretical, managerial, policy, and practical implications. In addition, the completeness of the research data, which is still lacking in information, is a limitation of this study. Furthermore, recommendations for local governments so that human development receives special attention to increasing competitiveness by increasing the allocation of labor budgets.

The low rank of Indonesia's Corruption Perception Index (CPI) 2021 indicates that government fraud is still a significant problem. One improvement in bureaucracy reform is the whistleblowing system to report wrongdoing. Although this system is applicable, the effectiveness of whistleblowing as a mechanism to detect fraud depends on the willingness of an employee to report misconduct. As a part of government management systems in local government, the internal auditor has a unique position to detect fraud as early as possible in their organization. They conduct regular monitoring of other agencies to know the fraud before. This research investigates internal auditors' intention to report fraud in the local government. By employing the theory of planned behavior, variables in this study were attitude toward whistleblowing, subjective norms, perceived whistleblowing control, and internal whistleblowing intention. This study was mixed-method research with a sequential explanatory design approach. Data were obtained from questionnaires of 201 internal auditors in local government and in-depth interviews to produce a complete study result. The researcher adopted a higher-order model in PLS-SEM to explain the relationship between components of the theoretical construct. Higher-order models facilitate a construct on a more abstract higher-level dimension and its more concrete lower-order subdimensions. The findings of this research revealed that attitude toward whistleblowing, subjective norms, and perceived whistleblowing control positively affected the intentions of the internal auditor to report wrongdoings internally. The result of this study can be implemented by the local government to effectively improve some policies related to moral education and whistleblowing systems.

Purpose: This study analyzes the use of the BAKSO (Create Online Population Administration) application for users, namely employees of the East Lombok Regency Population and Civil Registration Office and the Admin of each village. The measurement uses variables consisting of infrastructure, ICT, bureaucracy, leadership, and implementation of digital government.Methods: The method used is a quantitative type, primary data in the form of a survey of 115 respondents from East Lombok Regency Population and Civil Registration Office office employees and village admins who used the BAKSO application (Create Online Population Administration). Using the Likert Scale (1: strongly disagree, 2: disagree, 3: neutral, 4: agree, and 5: strongly agree). The analysis technique for this study uses SmartPLS 3.Results: The results of this study show that infrastructure and ICT variables have a positive and significant influence on the implementation of digital government in the implementation of the BAKSO application. Meanwhile, bureaucratic and leadership variables have little impact and are substantial in implementing the BAKSO application in East Lombok Regency.Novelty: This study is unique because it examines users who are also employees who use the BAKSO application (Make Online Population Administration) with a measuring indicator, namely the online service index (OSI); most of the previous research on this theory was only oriented to assessing public satisfaction with online services. This research provides a new perspective on using the Online Service Index (OSI) on the scope of application-based online services from an employee perspective. In addition, the empirical contribution lies in the professionalism of employees in using the BAKSO application. So that later, it can provide space for the government to pay attention to human resources in running Online Service Index (OSI)-based application services.
