Oil palm plantations are currently expanding to the eastern part of Indonesia, especially in West Papua province. Many oil palm permits issued in West Papua occupy intact biodiversity-rich forest areas which have essential value for indigenous Papuans' socio-cultural life. This article discusses expansion of oil palm plantations in West Papua province, and its impacts on forests and indigenous people. It also assesses whether the plantations fit the Special Autonomy Law and Sustainable Development Regulation goals of the province. In general, plantations are being established in forest areas, and further planned expansion threatens intact and biodiversity-rich forests. In addition, plantation development rarely considers the socio-cultural issues of indigenous Papuans. As a result, customary rights and institutions are commonly overlooked, undermined, or violated. Oil palm plantations are not necessarily compatible with sustainable development regulation goals, and need to reconcile its overall economic and conservation agenda.

This study generally aimed to find a model for empowerment of the marginalized community of street vendors for developing creative economy in Payakumbuh City, West Sumatra. While specifically this study aimed to get an overview of: 1) the City Government's efforts in the empowerment of street vendors, and 2) the degree of success of the empowerment program of street vendors by the City Government. This study uses qualitative approach. Data collected through questionnaire, interview, observation, and documentation study in several government agencies and the street vendors in Payakumbuh, West Sumatra Province. Respondents in this study consisted of street vendors with business types of vegetables, fruits, accessories, foods, beverages, and other culinary merchants.Using frequency and percentage tests on responses by 445 respondents of street vendors and some informants in Payakumbuh city, West Sumatra, this study tested some aspects of marginalized community empowerment program Payakumbuh City. The findings of this study indicate that: 1) The empowerment of marginal urban communities (street vendors) by Payakumbuh Government has been running quite well; and 2) The level of success of the street vendors empowerment programs by the Payakumbuh Government during the time is still categorized as quite well, especially when it is measured based on capital movement of the street vendors.

Forest governance within the framework of Special Autonomy in Papua is about improving the welfare of the Papuan people for indigenous communities. The conversion of customary forests into monoculture plantations is the main problem causing deforestation in Papua. In the patrilineal structure and patriarchal culture inherent in Papua, women only have forest management rights, while ownership rights are in the hands of men, and women will feel the impact more heavily than men when environmental degradation continues. Women's limitations in customary construction limit access and control over resources, experience vulnerability, are displaced from their living space and lose their source of livelihood. On the other hand, young people in Papua, as key actors in the process of economic and social change in Papua, have not been widely explored regarding their aspirations and role in forest governance. This study explores various academic literature and grey literature in the form of institutional work reports on forest governance in Papua with feminist political ecology focusing on the situation of gender, generations and young people, deforestation and forest governance in Papua. This study found that indigenous women and young people as part of indigenous communities are still often not considered and excluded from discussion spaces that determine the future of forest governance in Papua. Special Autonomy as respect, recognition and protection for the Papuan people. In the future, it is hoped that this can be a way to overcome injustice and inequality in the management of natural resources experienced by the people in Papua.
