Local government's contribution to low carbon mobility transitions

Abstract: An important area of urban sustainability planning refers to the reduction of environmental impacts. Transport sector is one of the main contributors of these impacts due to its role in air pollution, greenhouse gases and CO2 emissions. Effective actions are needed to limit the environmental impacts of transport activities. Transition studies focus on these types of actions and plans. The role of local authorities as the closest level of government to the citizens in managing transition process is highlighted … Show more

“…However, despite the relevance of municipal governments in fostering or obstructing MSWM sustainability transitions [44,45], most empirical studies have focused on the energy [46,47], sanitation [48,49] and mobility sectors [50,51]. Furthermore, there is a lack of research on solid waste management transitions in developing countries, particularly in Latin America [52].…”

“…It requires courageous operators to make things happen." Besides these venturesome operators, cities and practical, local decision-making play a crucial role in making the sustainable urban mobility transition happen (Vagnoni and Moradi 2018;Akyelken et al 2018). Designing and implementing the services together with the operators, public authorities and users ensures that they complement other sustainable modes for low emission travel chains rather than replace the use of more sustainable travel modes (Tuominen et al 2019).…”

“…In the context of shared mobility, this is especially important as the environmental and social sustainability of the services depend on how they are organized (Tuominen et al 2019;Pangbourne et al 2020). In this, the orchestration of these innovations at the local level plays a crucial role (Sp€ ath, Rohracher, and von Radecki 2016;Vagnoni and Moradi 2018).…”

“…Creutzig suggests that top-down modeling approaches typically marginalize the role of local actors and that 20-50% of carbon emission reductions could be achieved through more local actions around planning and behavioral change [35]. Others present coherent arguments as to why local actions should be important without quantifying the likely impacts [33,36,37]. To date, despite the theoretical case for the importance of local actions, the evidence on the additional value of local action has been mixed [38,39].…”
