This article comparatively examines forms of (im)mobility among refugees and asylum seekers (RAS) in coping with dispersal process, restrictive migration policies and local socio-economic characteristics in three cities of Northern Italy. Drawing on qualitative data, it sheds light on the everyday forms of (im)mobility of RAS to resist structural barriers limiting their opportunities to access jobs and welfare services. The Results show that people's capacity to overcome barriers depends upon individual characteristics and informal networks, and is shaped by particularities of local contexts. While people's regular legal status is considered an important resource in achieving goals, refugees and holders of international protection often have to adopt (im)mobility practices to access resources in contexts that do not facilitate their integration. This article highlights the inefficiency of integration and reception policies and advances the theoretical debate on the link between being (im)mobile and agency by calling authors to pay more attention to the (in)voluntary nature of spatial (im)mobility. Finally, it shows the ambivalent outcome of (im)mobilities in terms of agency, highlighting the implications for individuals before and during the COVID-19 pandemic.

Policies concerning undocumented immigrants are inevitably ambivalent, creating uncertainty and confusion in the implementation process. We identify a clear example of this ambivalence —U.S. law setting standards for determining the credibility of asylum seekers—that resulted in an increase in asylum grants despite policymakers' intention to make it harder for individuals to obtain the status. We argue that this law, The REAL ID Act of 2005, sent mixed messages to immigration judges (IJs), street‐level bureaucrats who implement immigration policy. It increased IJ discretion, but set vague limits. We theorize that IJs, behaving in a bounded rationality framework, use their professional legal training as a short‐cut and look primarily to the courts for guidance. Our evidence supports our argument. After the passage of the REAL ID Act, IJ decision‐making is more closely aligned with the preferences of their political and legal principals, and, in the final score, the federal circuit courts are the winners.

Governance techniques marginalize people without papers and, in so doing, they create and govern a cheap labour force (Van der Leun 2003). Saskia Sassen's work on the global city (2001) also illustrates that cities have become highly dependent on irregular labour in a neo-liberal context where outsourcing public services to private businesses as well as cuts in benefits have resulted in the rise of a parallel economy that highly depends on irregular immigrant labour, like domestic workers (Anderson 2000, Bloch andChimienti 2011), but also care and sex workers (see Garofalo Geymonat et al in this Handbook).…”
