Rapid urbanization has negative effects on ecosystem structure, function, and balance, leading to the loss of ecosystem services (ES) and posing a threat to regional sustainable development. However, the complex interactive coercing relationship between urbanization and ES is not yet fully understood, especially in arid Northwestern China. In this study, we constructed an evaluative framework for urbanization and ES using land cover/land use data and socioeconomic data from 1990 to 2018. We used global and local autocorrelation models to reveal the spatiotemporal interaction between urbanization and ES. The results revealed that the urbanization index increased from 0.06 in 1990 to 0.16 in 2018 in Xinjiang, and urbanization was significantly negatively correlated with ES. With the acceleration of urbanization, the ecosystem services value (ESV) has decreased 2,698.74 × 109 Yuan from 1990 to 2018 (6.62 Yuan = 1 .00 US$). Due to geographical advantages, resource conditions, and land use changes, the spatial relationship of urbanization and ES has obvious heterogeneity. High–low correlation areas are mainly concentrated in the Northern Tianshan Mountain Economic Zone, whereas low–high correlation areas are concentrated in the Kashgar and Hotan Oases in southern Xinjiang. Based on regional geographical conditions and the spatial heterogeneity of resources, diversified ecological, social, and economic balance models should be considered to promote future sustainable urban planning and development.

China has entered the stage where urban agglomerations underpin and spearhead the county’s urbanization. Urban agglomerations in China have become economic growth poles, and the constantly improving transport networks in these agglomerations bring about opportunities for redistributing labor forces and promoting regional economic development, trade, and social progress for all. This is the foundation and fuel for urban development. However, lack of knowledge of the spatial features of, and the interrelationship between, regional urbanization and traffic accessibility constrains effective urban planning and decision-making. To fill this gap, this study attempted to evaluate the spatiotemporal distribution characteristics of urbanization levels and traffic accessibility in 1995, 2005, and 2015 in the Middle Reaches of the Yangtze River Urban Agglomerations (MRYRUA), China. The spatial interaction, spatial dependence effect, and spatial spillover effect between urbanization and traffic accessibility were tested by employing the bivariate spatial autocorrelation model and spatial regression models. The results showed that the urbanization level and traffic accessibility in the MRYRUA shot up over time and manifested similar spatial distribution characteristics. The global bivariate spatial autocorrelation coefficients were positive and significant during the period studied, and the main relationship types were the high urbanization and high traffic accessibility types and low urbanization and low traffic accessibility types. The spatial regression results showed that there was a significant positive association between urbanization and traffic accessibility, but with a significant scale effect. Urbanization is not only affected by the traffic accessibility of the individual grid unit but also by those in the adjacent or further grid units. The findings in this study provide important implications for urbanization development and transportation planning. The spatial dependence effect and spatial spillover effect between urbanization and traffic accessibility should be considered in future urban planning and transportation planning. The rational allocation of resources and inter-regional joint management can be an effective path toward regional sustainability.

Fiscal economic instruments (FEI) are indirect regulation mechanisms that generate public revenue for the state through rights to use, charges, and concessions. In Mexico, some of these instruments can be used in the surveillance, administration, and preservation of the environment. In this paper, we analyze the changes in Federal and State growth rates of expenditure budgets in critical areas of the Yucatan Peninsula coast to describe their contribution to sustainable development during the last 12 years. We present an adaptation of the methodological guide of economic instruments for environmental management from CEPAL, with 2013 as the base year for the Gross Domestic Product (GDP) deflator and the use of the Protocol of Nagoya year as an international compromise signed by Mexico. The results obtained show that the expenditure budgets respond to economic, political, and short-term security attention without expectations for sustainability. However, alarming evidence of severe environmental deterioration in the coast is diminishing natural attraction, from tourism, for example, which is the main source of income in the region. The effective use of FEI by local governments may be useful to addressing environmental challenges from a decentralization process with better awareness of the importance of coastal areas for regional sustainability.
