Management strategy for innovation and investment activities of an enterprise

Aim. The presented study aims to determine the prerequisites and directions for the transformation of government regulation and support for business structures in the context of the digitalization of the economy and to propose approaches for assessing its implementation and speciﬁc tools that could help to solve problems of economic development.Tasks. The authors analyze government support for the business sector of the economy and identify its features at different stages of development; describe tools used for the management and support of business structures, identifying problems and opportunities for their successful application at the regional level to achieve sustainable economic growth in Russia.Methods. This study uses analysis and synthesis in comparative statics and in a dynamic context as well as historical, systems, and ex-ante approaches. Results. The study conﬁrms that government regulation and support for entrepreneurship in the context of the digitalization of the economy should be considered within the framework of an integrated approach based on a dynamic analysis of indicators at the macro- and microlevel, which would make it possible to analyze the most vulnerable aspects of government support for business structures and to develop a roadmap of actions to be taken.Conclusions. The authors substantiate the necessity of using infrastructure tools in the management of entrepreneurial development in Russia to eliminate the constantly emerging and existing imbalances between the needs of digital development and lagging government inﬂuence. Adjustments that need to be made in monitoring, forecasting, planning, and control are identiﬁed. These adjustments would make it possible to implement the scenario approach to management, mitigating external and internal risks in the global market of goods and services.

Since modernization challenges of microeconomic systems are implemented through strategic management of the modernization potential development of enterprises, the rationale for choosing an exclusive innovation and investment strategy is proposed. An algorithm for making managerial decisions based on the model of "preferences in the implementation of investment and innovation strategies" ("PIIIS") is built. The model is based on the concept of strategic management, economic and mathematical hierarchy of potential levels of cognitive judgment, optimization of resources on demand and the structure of innovation and investment strategies. This allows to ensure the efficiency and resource conservation of individual innovation and investment strategies in modernization potential of the enterprise. The sequence of establishing preferences of innovation and investment strategies for activating modernization potential of microeconomic systems is proposed. To model the process of granting preferences to innovation and investment strategies, a system of coefficients based on the potential profile level using cognitive judgments is substantiated. Resource-providing, accumulating, implementation and resulting levels of the modernization potential development are singled out. According to the profile levers, target tasks and alternatives of preferences of innovation and investment strategies for the modernization potential development are identified. Decomposition of tasks of granting preferences to innovation and investment strategies to intensify modernization potential of microeconomic systems is substantiated. It is proposed to use mathematical tools for the analysis of hierarchies, based on mathematical and cognitive judgments based on the T. Saaty model. Application of the Pareto model for the distribution of the coefficients influence in the effectiveness of the components analysis of the potential profile is presented. The choice of innovation and investment strategies for the modernization potential development for enterprises in the infrastructure sector of Ukraine is analyzed and determined.

The variability and uncertainty of the external environment inherent in business activities determine a high level of risk and enhancing the role of strategic planning as a special tool for adapting to the external environment. The purpose of the scientific research was to form a conceptual approach to the process of developing a strategy for innovation and investment activity of a food enterprise. During the study of the study’s theoretical basis, it was determined that the issues of strategic planning of the enterprise as a whole and individual economic functions, in particular innovation, were developed by many foreign and Ukrainian researchers. However, for the most part in the literature, innovation and investment strategies are considered separately, at the same time they are closely related, and the implementation of an innovation project can be considered as an implementation of an investment project. In recent times, the concept of innovation and investment activity has appeared in the literature, but the methodology for rational organization of such activity has not been sufficiently developed. In the course of the research, three main approaches to developing a strategy for innovation and investment activity were described, also our own fourth approach was formulated. The analysis of methodological principles that are the basis for building strategies for innovation and investment activity was also carried out. It was concluded that the effectiveness of the strategy development process depends on the creation of a system of its information support. At the same time, increasing the productivity of innovation and investment activities of individual enterprises will help to increase the number of enterprises engaged in such activities, which will have a positive impact on the country’s economy as a whole. The practical significance of the study lies in the fact that the considered strategies of innovation and investment activity can be used in the activities of relevant enterprises
