The mechanism for paying BPJS contributions using a virtual account system is considered inflexible; although administratively collective payments are deemed more efficient, the potential for reducing the collectability of contributions is remarkably high. For this reason, this study aims to analyze the implementation of e-government using BPJS Kesehatan Mandiri virtual account system in Harjamukti Sub-district, Cirebon City. The research was conducted using qualitative methods. Data collection techniques were carried out through literature studies, observations, and interviews. The selection of informants in the study employed purposive sampling against 3 employees and 10 families. The results concluded that e-government using BPJS Health Mandiri virtual account system in Harjamukti Sub-district, Cirebon City, had taken into account Van Horn and Van Meter policy implementation variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, and the disposition of the implementer. In the present context, the social, economic, and political circumstances continue to be limited by the unpredictable nature of communal revenue. The coronavirus that hits Indonesia at this time has greatly affected people’s activities especially the field of education. The stipulation of the Large-Scale Social Restriction (LSSR) to address this condition has generated a new learning policy and behavioral changes. This study aims at analyzing the form of policy and the impact of the LSSR and the phenomenon of changes in student behavior during the implementation of the PSBB policy in the RA Kartini Cluster. In this study, researchers used qualitative methods with descriptive analysis and case study approaches. Subjects of this study were teachers and students of Grades I-VI of Gugus RA Kartini. Results indicated that the LSSR implemented at Gugus RA Kartini affected the learning policy regarding offline learning. Besides, the LSSR also caused several bad effects, such as making students less diligent and less interested, changes in discipline, honesty, social care, communication, and religious behaviors. With the findings of this study, it is advisable that the policy of implementing LSSR needs to be considered immediately. But, this research can be said to be limited only to the impact caused by the implementation of LSSR, so that this research can be developed based on other aspects that support the effectiveness of learning and changes in student behavior.

“…Hasil laporan KPAI tersebut mengindikasikan bahwa paradigma pendidikan moral dan karakter idealnya perlu dibangun dengan hubungan yang baik dengan mengedepankan aspek demokratis yang penuh diskusi agar lebih bijaksana, sehingga menghapuskan paradigma pendidikan karakter tidak harus dilakukan dengan sesuatu yang menyakitkan/ kekerasan. Padahal menurut Karim et al (2020) penanaman nilai kepada siswa, seperti jiwa kepedulian kepada sesama, dapat dibentuk dengan kegiatan penuh cinta dengan melibatkan keikutsertaan kepala sekolah dan guru. Apabila tindakan kekerasan dengan dalih Pendidikan karakter terus dilakukan maka siswa merasakan bahwa guru mereka tidak mengedepankan rasa hormat dalam mendidik, maka siswa akan sulit menerima nilai-nilai pendidikan moral dan karakter yang di ajarkan oleh guru.…”

This research aims to stimulate the ability to understand moral considerations for PGSD students as a provision for knowledge of character education theory. Understanding moral dilemmas is important in moral and character education strategies. The researcher used a qualitative approach with a descriptive method with data collection techniques using interviews through a zoom meeting platform with 71 students consisting of PGSD Muhammadiyah University Cirebon students and PGSD UNNES. The results of the study revealed that the application of the discussion of moral dilemmas to a constructive approach received a positive response from the students. The fact was found that discussions of moral dilemmas presented in learning through zoom meetings were able to stimulate critical thinking skills which increased the moral judgment abilities of PGSD students as prospective educators. This increase was found from the results of the discussion of students' moral dilemmas which showed maturity in thinking hypothetically. The discussion of moral dilemmas also provides an understanding from the perspective of others, so that listening to other people's reasons for making decisions can increase judgment. The importance of ability in moral judgment and reasoning is one of the processes that can guide individual moral decisions to be more mature.
