Measurement of tangible and intangible impacts of telecentres on rural communities

Abstract: The issue of evaluating the Information and Communications Technologies (ICTs) intangible impacts remains to be unresolved, especially when it comes to evaluating the impacts of ICTs on non-user beneficiaries. The telecentres have been established to disseminate knowledge from basic to advanced level, stimulating the socio-economic status of the underprivileged communities. After a thorough review of the literature, it is found that researchers paid much more attention towards evaluating traditional measurable… Show more

“…Research on telecentre impact has mostly focused on the tangible and quantifiable contributions of ICTs on their users, largely ignoring any intangible impacts on non‐users (Tabassum & Yeo, ). Sey et al () stated that assessments of public access impacts often neglect to examine non‐users, although they could constitute past and potential beneficiaries.…”

“…It represents a particular challenge to gather data on unquantifiable intangible impacts on people's well‐being. However, whilst social impact can be measured and explained qualitatively, there is still a need to comprehensively demonstrate the tangible and intangible effects that ICTs have towards development (Mthoko, ; Tabassum & Yeo, ). This strengthens the point that ICT's impacts in nontraditional and intangible contexts remain unanswered to an extent that it is not enough to place emphasis only on the tangible and quantifiable benefits of ICTs that are easily measurable but also to assess the less tangible impacts that are felt by non‐users (Gomez et al, ; Gomez & Pather, ; Kozma, ).…”

“…However, there is no detail on what these outcomes might be. Another paper that does lend itself to the evaluation conundrum is the study by Tabassum and Yeo (). They advance the position of Gomez and Pather () and bring forth a perspective of what intangible benefits in telecentre programmes are.…”

“…Based on a case study; presents as findings a framework on how the success rate of ICT4D projects in rural settings can be improved. Tabassum and Yeo (2015) Argues that traditional measurable impacts of telecentre are not sufficient and proposes an alternative qualitative methodology to evaluate the intangible impacts of ICTs perceived by its nonusers. Mbatha (2015Mbatha ( , 2016 Investigated the usage and types of ICTs accessible to community members and argues for the development of enabling policy and legislative frameworks to provide for the training to ensure effective use of ICTs.…”
