Measuring How Administration Shapes Citizenship: A Policy Feedback Perspective on Performance Management

Abstract: Governments increasingly require administrators to develop outcome measurements that reflect a program's impact on society. But standard approaches to performance measurement have neglected the impact on citizenship outcomes.
