The vital role of international broadcasting during times of international conflict has gained increasing attention; however, national variations in terms of communication strategies have rarely been explored in depth. This study fills this research gap by providing a comparative analysis of the communication strategies of Chinese and Russian state-sponsored international broadcasters. By examining CGTN's coverage of the South China Sea arbitration and RT's coverage of the Ukraine crisis in 2014, we find that the Chinese international broadcaster preferred official Chinese sources and a peace frame during a time of conflict, whereas its Russian counterpart tended to engage with Western countercultural speakers and present conflict frames. We further interpret the two media's different usage of sources and frames in the light of the media's organizational culture and the sponsoring states' national identities. The research advances the scholarship on the increasingly intensive information war between the East and the West through the way international broadcasters cover international conflicts. It enriches our understanding of the cultural and national dynamics underpinning the non-Western emerging countries' approaches of international communication.

The economic importance of the North Natuna Sea is premised not only on its function as one of the largest marine sources in Indonesia but also as an important location for the Indonesian military to conduct large-scale exercises. Amidst the ongoing outbreak of the COVID-19 pandemic, unauthorized fishing by Chinese flagged boats continues to be pervasive in the Indonesian EEZ off Natuna Islands. Chinese coast guard and military vessels were constantly and visibly present in those waters, testing the patience and perseverance of Indonesia’s authorities. The purpose of this article is to find out the cause related to the problem of protecting Indonesian fishermen in catching fish in the region. The Indonesian government is committed to ensuring rapid mobilization of its military and naval assets in the area when required to protect the fishermen. The method used in this research employed the qualitative method and critical content analysis. The legal consequences of ratifying the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982) with Law No. 17 of 1985 concerning the ratification of UNCLOS, Law No. 32/ 20014 concerning about the sea are the substance of law regulation. The type of data used is secondary data, namely data obtained through literature study. The study matches that Indonesia must develop fishermen with the spirit of defending the country, especially in areas where the waters are partially located within China’s nine-dash line. Television media, on the one side, has an influence on the audience, but in reporting disasters, it is not uncommon to exploit disaster victims. On the other side, television media has the potential to make a positive contribution to disaster reporting. The purpose of this study is to determine the presence of television media in news to improve the disaster literacy skills of the community. In this study, the author uses a type of library research with descriptive analysis. Descriptive analysis method provides clear, objective, systematic, analytical and critical descriptions and information regarding the presence of television media in disaster reporting to improve the community’s disaster literacy skills. This research found that the role of television media in reporting disasters can improve people's disaster literacy skills. The presence of television media has been going well enough in reporting disasters, but it still needs to change the concept or packaging of news to avoid the impression of "dramatization" to build community empathy so that they are willing to be actively involved to reduce the risk of disaster in an applicative manner. A good and deep understanding will be obtained by the public from the media. Thus, the public will not only get information from communicators (resource persons) about disasters at a cognitive level but also will increase the affective and conative aspects so that they have their own awareness in managing disaster risks as well as possible. This paper explained there are three stages of disaster literacy that can be built by television such as cognitive aspect, affective aspect and conative aspect in disaster reporting that can reduce the risk of disaster. The stages are: (1) when the news is carried out by television media before a disaster occurs, (2) stage of reporting during disasters and (3) stage of television media coverage after disasters.
