In the modern world, the role of humans is decreasing due to the introduction of automation. The improvement of objects of labor gradually made it possible to move from handicraft production to industrial production. In the 21st century, we are faced with the fact that those types of activities that are defined as intellectual, creative, creative today can be replaced by artificial neural networks trained to generate previously unknown texts, graphic images, photos and video materials. The decline in the role of man in sectors of the economy leads us to the question of revaluing the role of man as a participant in the socio-economic process. In the context of government, this largely determines a new approach to accounting for human resources and human capital. It is necessary to develop a general approach to formalizing the process of assessing a person, since modern science does not have a unified approach to this task. A unified approach to determining the value that each citizen accumulates throughout his life should be formed for further modeling of socio-economic processes. The described approach is intended to reduce uncertainty factors in models that simulate socio-economic processes in society. Research shows that people make decisions irrationally, and this irrationality must be measured. The models by which modern society is built have faced a number of challenges over the past decade. Problems in the field of healthcare, logistics, banking sector, and widespread use of artificial intelligence have highlighted the importance of flexibility in socio-economic structures, which can be achieved by increasing structural completeness. Formalizing the description of a person from the point of view of psychological and behavioral characteristics will improve the descriptiveness of models, increase their complexity, which means they will become stable and flexible for modern challenges.
